Description
Draft performance work statement. This is a presolicitation notice for U.S. Transportation Command's (USTRANSCOM) upcoming requirement to procure Trans-Sahara STOL services for Casualty Evacuation (CASEVAC), Personnel Airlift, Cargo Airlift, and Air Drop. Please see attached draft Performance Work Statement (PWS). This acquisition is a competitive best value source selection. The Government intends to award one (1) Indefinite Delivery Indefinite Quantity (IDIQ) contract to a Department of Defense (DoD) approved air carrier (passenger and cargo) using Low Price Technically Acceptable Source Selection Procedures, as implemented on July 1, 2011, and the provisions contained in the Request for Proposal (RFP). The anticipated Contract Line Item Number (CLIN) structure will be inclusive of Firm Fixed Price (FFP) CLINs for monthly service, flight hours, rapid base relocation, phase-in/mobilization, and phase-out/demobilization with an Economic Price Adjustment (EPA) CLIN for fuel and a Time & Materials (T&M) CLIN for authorized reimbursable expenditures. The period of performance will consist of a ten and a half (10.5) month base period (inclusive of a 45-day phase-in/mobilization period) effective 12 August 2013 through 27 June 2014, three (3) one-year option periods effective 28 June 2014 through 27 June 2017, and one (1) six-month option to extend service. The anticipated award date is 12 August 2013. Attached is a draft Performance Work Statement (PWS) which is anticipated to be posted with the RFP. USTRANSCOM/TCAQ-CI is interested in receiving industry comments regarding the draft PWS for potential incorporation into the RFP. Please keep all comments clear and concise. Submit questions/comments electronically to the Contract Specialist no later than 4:00 PM CDT, 23 April 2013.

Address: Services shall be based at Ouagadougou, Burkina Faso with services provided to, but not limited to, the recognized political boundaries of Algeria, Burkina Faso, Cameroon, Central African Republic, Chad, Democratic Republic of the Congo, Ethiopia, Kenya, Libya, Mali, Mauritania, Morocco, Niger, Nigeria, Senegal, Sudan, South Sudan, Tunisia, and Uganda, as dictated by operational requirements.
