Description
The Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is conducting preliminary planning market research to determine the existence of Roman Catholic Chaplains capable to provide the full range of pastoral ministries and spiritual services to those in the care of Madigan Healthcare System (MHS), JBLM. The anticipated period of performance is 1 October 2013 through 30 September 2014 with the possibility to exercise options of up to four years. MICC-JBLM is seeking industry information and comments from sources with capabilities to perform the contract and with relevant experience in all of the functional areas mentioned in the description of services. Interested parties shall complete and submit the attached Sources Sought/Market Research Questionnaire to the Government. You are advised that providing responses to the questions will not automatically include you in the acquisition process for future solicitation. An important outcome of this research is the possibility of setting aside this acquisition for exclusive competitive participation within a specific Small Business Administration (SBA) program in accordance with (IAW) FAR 19.201(a). Specific SBA programs are veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, and economically disadvantaged women-owned small business. Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Description of Services: Normal Duty Hours. The required services include pastoral counseling, trauma resolution, sermon preparation and delivery, Roman Catholic law and ecclesiology, liturgy, ministrations, marriage and family ministry. The contractor shall be able to plan, coordinate, and provide Catholic Mass; administer sacraments; perform routine visitation; respond to emergency visitation requests; and, when required, conduct memorial services, funerals, burials, weddings, baptisms, and hear confessions. The contractor shall demonstrate knowledge and ability in accordance with endorsement requirements by the Archdiocese for Military Services (AMS) in the areas of pastoral counseling, trauma resolution, sermon preparation and delivery, Roman Catholic law and ecclesiology, liturgy, ministrations, and marriage and family ministry. The contractor shall perform patient visitation and be available for staff support on a daily basis, visiting all Roman Catholic patients providing pastoral care to both staff and patients, provide necessary sacraments to include the Sacrament of the Sick, Holy Communion, Confession, Baptism and other sacraments as required by Cannon Law. Emergency On-call Priest. The contractor shall perform emergency services when called/paged during non-duty hours, Monday through Friday, and 24 hours each day on Saturdays, Sundays and Federal/installation holidays falling on Mondays through Fridays. The contractor shall provide any necessary sacramental ministry for end of life, trauma victims, seriously ill and imminent death and attendant family members. The contractor shall provide all Catholic emergency visitation and religious coverage to include emergency last rites and/or pastoral support. The contractor shall report/chart all visitations/sacramental ministrations on the Essentris patient care system. Each individual emergency visitation is considered to be one unit whether weekend or weekday. Should a patient receive more than one emergency response visit during non-duty hours each visit is counted as a separate unit. The emergency visitation priest is not required to stay on the hospital premises during above specified hours. However, he must be available by pager and/or phone to the hospital Staff Duty Chaplain. The need for emergency visitation will be determined by AMS requirement and the Priest's discretion as it relates to frequency, and appropriateness of care. Continuity of Services. If the Contractor becomes ill or otherwise unable to fulfill the obligations of this contract, he shall notify the hospital Staff Duty Chaplain as soon as possible, but not later than one (1) hour prior to the service/activity. It is essential that continuity of the services be maintained. It is strongly encouraged for the sake of the Roman Catholic Program that a substitute Priest or subcontractor be provided by the Contractor in the event of absences. The Contractor shall provide direct supervision of any substitute Priest provided under this contract.
