- Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to request a proposal on a non-competitive basis with Lockheed Martin Mission Systems and Sensors (LMMS2) - Owego, NY for the procurement of Specialized Test Equipment (STE) necessary to perform depot level repairs to identified Common Cockpit Avionics Suite Components in accordance with Title 10 USC 2464. Contractor will develop and enable depot maintenance capability for Common Cockpit Components at Fleet Readiness Center Southwest (FRC-SW). Contractor will procure, deliver and integrate major STE and associated hardware and tooling. Additionally, contractor will provide existing established repair processes, avionics system technical data and procedures required to facilitate troubleshooting and repair. An additional requirement will be to provide level of effort training to FRC-SW Artisans to test, repair and sell off the associated Common Cockpit Avionics Components and maintain the test equipment. The Government intends to negotiate this procurement under the authority of 10 USC 2304 (c ) (1), as implemented by FAR 6.302-1. The Government does not own data, drawings, or other specifications to permit full and open competition. LMMS2 is the designer, developer, and Original Equipment Manufacturer (OEM) and is the only known source to have sufficient technical data to fulfill this requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
