A “REQUEST FOR INFORMATION “ Joint Explosive Ordnance Disposal Decision Support System (JEOD DSS); Mobile Application Development Notice Type: Sources Sought Solicitation Number: N4279413SS008 Posted Date: April 03, 2013 Response Date: May, 3, 2013 Classification Code: A “ Research & Development Contracting Office Address N42794 2008 Stump Neck Rd., Indian Head MD 20640 Subject: Mobile Application Development DESCRIPTION: The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NAVSURFWARCENIHEODTECHDIV), Indian Head, Maryland is requesting information on known solutions and recommendation of mobile application development and deployment. The objective of this RFI is to explore what other government entities and/or commercial sectors supporting government entities are doing to meet the user ™s requirement for mobile application (native, web or hybrid apps) development and efforts for modernizing tool processes for low powered handheld mobile device hosting such as tablets and/or smartphones. Currently, fielded products reside on standalone ruggedized platforms running Government off the Shelf (GOTS) Java based applications. Software applications are used to provide EOD specific data and to collect incident information while transferring data from the ruggedized laptop to the Global Information Grid (GIG), when connected SUBMISSIONS: Information may be provided in the form of white papers, power point presentations, brochures, and specifications sheets. Please limit your response to fifteen (15) pages. Technical questions regarding this RFI may be directed to Jeffrey Crownover at (301) 744-5285 or by email: jeffrey.crownover@navy.mil. Interested firms/research entities are encouraged to provide submissions electronically no later than 3:00 PM EDT, May 3, 2013. Please include the solicitation number in the email subject line. Each submission must include a cover page. The cover page should include the Command Activity or Business name, solicitation number, unique title, technology area(s), names, addresses, telephone numbers, and email addresses of technical/business points of contact. This announcement is not a formal solicitation and is not a Request for Proposal. The intent of this synopsis is to solicit information for market research and for planning purposes only and is not to be construed as a commitment by the Government. All data received in response to this request for information announcement that is marked or designated as corporate or proprietary information will be fully protected from release outside the Government. The Government will not reimburse respondents for the cost of submitting information. TECHNICAL DESCRIPTION FORMAT: 1.System: Name and Model 2.Function: Objects of interest 3.System Picture 4.Technology: A brief description of the technology used by this product 5.System Parameters: Provide specifics on how the system meets the parameters identified (see below) 6.Limitations/Hazards/Special Requirements: Summarize any special features or capabilities not contained herein that improve the overall ability of mobile application development and deployment of the applications to mobile devices. 7.Special Features/Capabilities: Summarize any special features or capabilities not contained herein that improve the overall ability of mobile application development and deployment of the applications to mobile devices.. 8.Validated Test Results: Summary of vendor and/or third party certifications and/or documented results of testing Other requirements to consider are: Data Encryption and Information Assurance compliance certifications and/or efforts Performance: Reliability, Availability, and Maintainability Hardware compatibility dependencies (e.g. camera, OS, navigation, external storage) APPLICATION: Explosive Ordnance Disposal (EOD) User Community requests mobile to assist in dismounted missions for near real time situational awareness, provide ordnance related information, and allow for electronic data collection on site.. The ability to develop subsets of currently fielded applications and data distribution would greatly speed up development efforts. QUESTIONS: These questions represent the minimum information requested and are supplied as guidance only. The following are a definition of each question and the types of information requested for each item. Mobile Application Platform Development Environment What programming language(s) are being used for the platform development environment? (both Graphical User Interface (GUI) form interfaces and/or integrated development environment) Are database engines being used in conjunction with mobile application development? If so, what database engines? Is data transfer interfacing with the mobile application? If so, what ports/protocols/services are applicable? What network are you developing on? The Navy uses NMCI. During data transfer, if applicable, what communication devices are used (i.e. radios, satellites, etc.) How are applications updates and/or data updates handled? How is app security managed? How is security of data at rest managed? Can app be stored on external storage? Mobile Application Platform Deployment Approach How are the applications being fielded to the user? Is there an śapp store ť like approach being used? Are applications used with newly fielded hardware platforms or existing platforms? What are the minimum and/or recommended hardware and/or software requirements? (To include power, storage, processing, etc.) Security / Information Assurance What security and/or information assurance certifications and testing have taken place or have been acquired? If acquired, who is the authority; request copies of certifications if available. What DISA IA or DISA like guidance is being followed for development and deployment? Software Application Development Migration to Mobile Application Development Was a traditional software/desktop application migrated/transition to a mobile application? What tailored transitions were required? Lessons learned? Has data and applications been developed that allow the user to customize their mobile application GUI experience?
