- Attachment 2 - Past Performance Questionnaire Attachment 1 - Contractor Staffing Change Report Combined Synopsis / Solicitation **Please see the attached OPM3613R0001_Shared List of People with Disabilities_final.pdf for the full version of the combined synopsis / solicitation.** This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested and a written solicitation will not be issued. The Solicitation number is OPM3613R0001 and is issued as a Request for Proposal (RFP). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-66 dated February 28, 2013. The North American Industrial Classification System (NAICS) code is 561311, and the small business size standard is $25.5 million. This procurement is being reserved exclusively for Small Businesses in accordance with FAR Part 19.5. The U.S. Office of Personnel Management's (OPM) mission is recruiting, retaining, and honoring a World-Class Workforce to serve the American people. In support of this mission, OPM's Office of Diversity & Inclusion's (ODI) is seeking to increase the employment of people with disabilities into positions within the federal government. OPM is seeking to increase the employment of people with disabilities into positions within the federal government, to satisfy President Obama's Executive Order 13548, Increasing Federal Employment of Individuals with Disabilities. OPM currently has a database application on the MAX Federal Community, the OPM Shared List of People with Disabilities (the Shared List). On a monthly basis, the contractor shall be required to recruit, screen, and direct 30 candidates with disabilities per month to the Shared List, in the 10 designated job classifications of: accountant, budget analyst, contact representative, contract specialist, human resources specialist, human resources assistant, financial management specialist, information technology specialist, secretary, and miscellaneous clerk/assistant. Additionally, the contractor shall be required to provide customized referral services for 3 positions per month, as designated by OPM, and shall be required to provide candidates with other job classifications at the discretion of OPM. OPM intends to award one Firm Fixed Price contract to the offeror that represents the best value to the government. The Period of Performance (POP) shall be five years (base year and four (4) one-year option periods). The base period will begin on or near the date of award. The anticipated award date is on or about May 15, 2013. IMPORTANT DUE DATES: 1. Proposal Response Due Date Proposals shall be received no later than 2:00 PM Eastern Standard Time (EST), April 25, 2013. Proposals submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to Vito.Bertucci@opm.gov. Offerors are solely responsible for ensuring their proposals are received at the designated time and place for receipt of proposals. Technical and Pricing proposals MUST be in two separate volumes. Each of the parts shall be separate and complete, so that evaluation of one may be accomplished independently of and concurrently with the evaluation of the others. If your technical and price proposal is not submitted in two separate files, your response to this solicitation will be considered non-responsive and withdrawn from consideration. 2. Communications and Questions All communications and questions concerning this solicitation including requests for clarification shall be made in writing to Vito.Bertucci@opm.gov. All questions and OPM's response will be included via solicitation amendment and provided to all offerors via posting on www.fbo.gov. Same/similar questions will be grouped together for a single response Responses to questions will not reference the inquiring interested vendor. The due date for communications and questions concerning this solicitation are due NO LATER THAN 12:00 P.M. Eastern Standard Time on April 10, 2013. Electronic submission of questions and comments shall be emailed to Vito.Bertucci@opm.gov. Electronic mail attachments, if included, shall be prepared using Microsoft Word 2007 and lower. For submission of questions and comments, refer to the specific text of this solicitation. Use the following header in the email subject line.
