- ACCREDIATION DATA SOW This is Request for Quotation prepared in accordance with FAR Part 13, as supplemented with additional information included with this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. The Centers for Medicare and Medicaid Services (CMS) intends to award on a competitive basis, under the Simplified Acquisition Procedures in accordance with FAR Part 13 (Dollar Threshold of $150,000). A firm fixed price award for "Accreditation Data for Qualified Health Plan (QHP) Certification." The purpose of this contract is to procure accreditation data attained through NCQA accreditation. The contractor shall submit data for QHP issuers that are applying to offer coverage in a Federally-Facilitated Exchange (FFE), (including State Partnership Exchanges). For 2014 open enrollment, CMS will display the Consumer Assessment of Healthcare Providers and Systems (CAHPS) data available through existing NCQA accreditation. CMS intends to display on the Exchange website the CAHPS data that are available on the same population and for the same product types as the Qualified Health Plan (QHPs). Initially, CMS will only display three CAHPS measures: Rating of Health Plan, Rating of All Health Care and Getting Needed Care. The Statement of Work and Technical Evaluation Criteria are attached. Responses shall be no more than 10 pages and shall include the following: 1) Technical Understand and Approach, and 2) Price - fully loaded labor rate and anticipated hours. The award will be made on the basis of lowest price technically acceptable meeting or exceeding the acceptability standards for non-cost factors. All responsible sources must be registered @ www.sam.gov. The period of performance is May 1, 2013 through April 30, 2014. The NAICS code is 541611. Responses must be sent electronically in MS Word Format to Lucille.Lee@cms.hhs.gov no later than 11:00am on April 17, 2013.
