- Posted 4 APR 2013 Special Notice 13-SS-0014 NOTICE OF INTENT TO AWARD A SOLE SOURCE 5-Apr-13 The Office of Naval Research (ONR) intends to execute a contract modification to expand the current scope of work and total contract cost under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 20 APR 2013 to Superlative Technologies, Inc. (SuprTEK) under Contract Number N00014-12-F-0341. The new total contract amount is expected to be increased by $4.6M. ONR intends to issue this expansion work on a sole source basis to SuprTEK because SuprTEK is currently maintaining both the Naval Research Information System and Business Intelligence infrastructure which are both primarily Oracle based and very customized. The use of both systems simultaneously was not envisioned at the time of RFP release nor was the magnitude of changes required to modify the current BI functions to support both systems. Their knowledge of Oracle, the customization provided for ONR, and ONR business processes allows them to perform this effort at the best value to ONR without a long learning curve period to learn ONR's unique environment. The intent of this contract modification is for the contractor to address and alleviate the challenge with having two systems for financial execution of funding documents, contracts, and grants (Naval Research Information System and NAVY-Enterprise Resource Management) and capturing mission critical information to provide visibility of that data so users can continue working without significant interruption. The existing data warehouse will be leveraged to integrate the data and provide the visibility needed.. The resulting data is needed to generate enterprise level, senior management reports which allow the measurement and reporting of important statistics and workload balancing. Lacking this information, workload can backlog, and execution benchmarks can be missed which will result in both lack of Science & Technology research awards and potential funding reductions for poor execution. The North American Industry Classification System (NAICS) code for this requirement is 514512 with the size standard of $25M. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
