- The Bureau of Reclamation, Pacific Northwest Regional Office, intends to negotiate one sole-source contract for Streamgaging Services in the Rogue River Basin Water Monitoring and Measurement Program in the Rogue River Basin Project, State of Oregon with Jackson County Oregon Watermaster, District 13. This is anticipated to be a five-year contract, consisting of a base year and four one-year option periods. The NAICS code for this requirement is 924110, Administration of Air and Water Resource and Solid Waste Management Programs and the small business size standard is not applicable as Reclamation has determined, under the authority of FAR 6.302-1, that only Jackson County Oregon Watermaster possesses the unique qualifications for these services for Bureau of Reclamation lands in Oregon. The purpose of the contract is to enable the Oregon Water Resources Department (OWRD) - Jackson County to operate stream gauging stations within Oregon in cooperation with Reclamation. Reclamation's mission includes management of water resources for irrigation and power generation. Reclamation requires a continuous record of streamflow data for the subject river basins to support mission accomplishment. Jackson County has in-place stream gauging recorder stations capable of providing the required data. The unique source determination is based on the following: (1) The Oregon Water Resources Department (OWRD) is the agency responsible for water distribution according to water rights in the southwestern Oregon river basins; (2) Jackson County has in-place streamgauging recorder stations capable of providing the record streamflow data for the subject river basins; (3) Jackson County owns the high-dollar, high-tech gauging stations and the equipment at the stations; (4) They will not allow anyone other than their trained personnel to access their stations or equipment. Firms believing they can provide the services listed above must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. All responses received within 15 days of this notice will be considered by the Government. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation.
