- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Department of Veterans Affairs, Canandaigua VA Medical Center, 400 Fort Hill Avenue, Canandaigua, NY 14424-1159, intends to enter into a contract on the basis of other than full and open competition in accordance with FAR 6.302-1(a)(2) due to having only one responsible source that can provide required services to The Military Child Education Coalition, 909 Mountain Lion Circle, Harker Heights, TX 76548 for a national level Parent Education training program to deliver a professional training course and webinars to support families of Veterans' children and youth. Specifically, The Parent Education Trainer of Trainers Certification course by Military Child Education Coalition (MCEC) would train parents on how to deliver peer parent programs. The professional development training course would train VA staff on the diverse changing needs of military-connected children and youth. The North American Industrial Classification System (NAICS) code for this requirement is 611710, with a corresponding small business size standard of $14 million. The estimated date of award for this action is May 1, 2013. The intent is to award a sole source, base + four years, firm fixed price (FFP) contract. This notice is not a request for proposal and no solicitation will be issued. Any firm that believes it can provide the stated services can provide supporting documents demonstrating their capability and specifications. A determination by the Government not to compete this proposed contract based on responses to this notice is solely by the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses received will be used for future acquisitions.
