Description
The Naval Surface Warfare Center, Indian Head Division (NSWCIHD) has a requirement for an Amplifier, Signal Conditioner, and Digitizing Instrument per the attached salient characteristics. A combined synopsis/solicitation for commercial items is hereby being issued in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Quotes are being requested. This announcement N00174-13-T-0033 constitutes the only written Request for Quote (RFQ), unless amended. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR), and Federal Acquisition Circular (FAC) 2005-58 and the Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice 20120529. This acquisition is 100% set aside for small business in accordance with DFAR 252.211-7003 SMALL BUSINESS SET ASIDE, FAR 52.219-1 AND FAR 52.219-6 (THIS MEANS YOU MUST BE SMALL BUSINESS, QUOTING THE PRODUCT OF A SMALL BUSINESS MANUFACTURER). The NAICS code is 334517. The size standard is 500 employees. The FSC code is 6635. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation; will be the lowest price technically acceptable offer with acceptable past performance. The following factors will be used to evaluate offers: (1) Technical Capability of the items and services offered to meet the minimum needs of the Government based on examination of either product literature or technical approach narrative, or both; (2) Past Performance (see FAR 52.212-1(b)(10)); and (3) Price. The Offeror shall describe, in detail, how it will meet the requirements of the specification for the Amplifier, Signal Conditioner, and Digitizing Instrument. General statements, that the Offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or that paraphrases the RFP's specification in whole or in part, will not constitute compliance with the mandatory requirements concerning the content of the Technical proposal. Copies of solicitation N00174-13-T-0033 will NOT be emailed, faxed, mailed or provided in person. These types of requests WILL NOT BE ACKNOWLEDGED. This combined synopsis/solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov, and the Navy Electronic Commerce On-Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in the event that FBO is unavailable. Please feel free to use either site to access information posted by Navy Sea Systems Command. NOTE: All offerors will be ineligible for award unless they have registered in the DOD Central Contractor Registration (CCR) database and in the Online Representation and Certification Application (ORCA) with the relevant NAICS code included on offeror ™s company profile. Offerors and contractors may obtain information on www.bpn.gov. The government is not responsible for any undelivered email transmissions. It ™s the requestor ™s responsibility to periodically check the FedBizOpps website for current status of solicitation and amendments. This will be a Firm Fixed Price (FFP) Supply contract. All responsible sources may submit a proposal, which will be reviewed by the agency. Offers and inquiries may be submitted to the attention of Stacy Parran, Code A22G at NSWC/IHD, 4072 N. Jackson Road, Bldg 1558, Indian Head, MD 20640-5115. The deadline for proposals in response to solicitation N00174-13-T-0033 is May 10, 2013. The Contract Specialist must receive any and all questions concerning the RFQ no later than 5 business days before the response date of this solicitation.
