This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The procurement will be competitively set-aside for Small Business firms. The applicable NAICS is 611710. A bidders' list will not be developed and paper copies of the solicitation will not be mailed. All responsible sources may submit a quotation for consideration. Questions for this action shall be made in writing to the email addresses provided in the Point of Contact Information; no telephone calls will be accepted. The cutoff date for questions is 18 April 2013 @ 15:00 Hrs Pacific Standard Time (PST). Solicitation FA2816-13-T-0006 Catholic Parish Administrator is a request for quotation (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2005-61, Defense Circular Number 20120906, and Air Force Acquisition Circular 2012-0330. Simplified Acquisition Procedures (SAP) will be used. A Firm Fixed Priced award will be made in accordance with the tentative schedule described in the Description section of the solicitation. References of past performance must be submitted. Past Performance will be evaluated based on relevance to the work described in the Performance Work Statement (PWS) and recency; work performed within the last three years. Past Performance and Price will have equal weight in the evaluation process. Award will be made to the contractor who meets the specifications set forth in the Performance Work Statement (PWS) of this solicitation in accordance to guidance from the Department of Labor, Wage Determination List (Service Act of 1965 - (SCA)) and can meet the delivery schedule of 30 days or less After Receipt of Order (ARO). Aviation Blvd, El Segundo, CA, 90245-2808, UNITED STATES Description: The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items of services necessary to provide a part time Catholic Parish Administrator (approx 35 hrs/wk and an estimated 140 hrs/month) tasks and functions, for Los Angeles AFB (LAAFB) and LAAFB housing annexes 20 miles south at Fort MacArthur, Pacific Heights, and Pacific Crest-San Pedro as defined in this PWS.
