- 1.0 SUBJECT: The Program Management Office-Medical Support Systems (PMO-MSS) of the U.S. Army Medical Material Development Activity (USAMMDA) is conducting market research to determine whether a commercial system is available to meet the requirements for a chemical patient protective wrap solution for use within Medical Treatment Companies and Combat Support Hospitals. This market research may also assist with the further development and/or refinement of the requirements. Responses are due to this RFI NLT 29 APR 13. See Section 5.0 for further information. 2.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. 3.0 DESCRIPTION: PMO-Medical Support Systems, USAMMDA, has a requirement for a chemical patient protective wrap. This RFI is investigating the possibility of finding vendors to produce a wrap with small modifications to the design using the current technical data package or similar COTS item that can meet the requirements that are mentioned below. Additionally, it would be beneficial for a vendor who can provide storage capabilities with personnel to perform logistics support. Specific Essential Characteristics (ECs): 1.Provides respiration and continuous protection for unmasked, uncontaminated patients for a minimum of six hours after initial exposure to all known potential chemical warfare agents that could be employed in vapor, aerosol, liquid, or thickened liquid form in the same concentrations as specified for the standard Chemical Biological over garment. 2.The wrap shall be a disposable, expendable item of medical supply and weigh no more than nine pounds in its packaged configuration, excluding the Power Air Purifying Respirator (PAPR) System. 3.The wrap must accommodate patients wearing current Army issue splints and/or backboard. 4.The upper surface of the wrap will be water repellent so that the protective characteristics will not be degraded by exposure to moisture such as mist, rain, snow or saltwater spray. The bottom of the wrap will be totally impervious to moisture, including liquid chemical agents. 5.The design will be such that air and carbon dioxide will be exchanged through use of a PAPR System with the patient wrap. 6.Carbon Dioxide buildup shall be less than 3% (by volume) oxygen level shall not fall below 18% (by volume) over a 6 hour period in other than hot climatic regions as defined in AR 70-38. 7.A transparent window shall be located at the head-end of the wrap to allow full head visibility of any size patient but shall be at least 16 inches x 16 inches. 8.The fastening devices of the wrap must permit medical personnel easy and quick access to patients from either side. It's desirable that the wrap be configured in a manner which permits opening along the top and both sides to enable the top portion to be peeled down when inserting or removing patients. 9.The wrap must have an easily accessible, transparent pocket on its upper side in close proximity to the window to house the Patient Evacuation Tag, DD Form 1380 or Field Medical Card DD Form 602. The dimensions of this pocket must be 10.25 inches x 4.5 inches. 10.The wrap shall permit a patient to extricate him/herself without extreme effort within a time limit of 1 minute. It is recognized that in some situations the patient's injuries or sedation might make this impossible. 11.Configuration of the wrap must permit passage of intravenous and respiratory tubing of approximately one quarter inch outside diameter. Two such passageways are required. 12.The wrap must have some type of carrying handles. The material of these handles must be capable of holding any size patient. 13.The wrap internal packaging must be hermetically seam-sealed using available seam-sealed technologies for chemical protective items. 14.The wrap external packaging must be impervious to rain, dust and saltwater and must permit rapid access to and employment of the wrap by medical personnel. 15.The wrap will be designed for storage in climatic design types hot and with no degradation, of performance for a minimum period of five years with an objective of ten years. 16.It is desirable that the wrap be contained in a package having dimensions not greater than 19.5 in long x 18 in wide x 6.5 in thick. 17.Blower system must have a limited rotary-wing Airworthiness Certification. 4.0 REQUIREMENTS: Materials The Ground cloth should be a three layer laminate described by MIL-C-44304. http://docimages.assistdocs.com/watermarker/transient/0F86E15FC0104FA689A2B128D9A86E77.pdf Function Medical personnel will use this unit to protect uncontaminated/decontaminated litter patients from chemical agent exposure during movement through a contaminated area. Design The wrap shall be designed and manufactured in one size. It shall be large enough to completely encapsulate military personnel, and bear their weight without ripping or opening during movement. It should have adequate space at the head to permit the use of a medical re-breathing mask and/or endotrachial intubation tubes.
