- Description
- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The solicitation number FA5209-13-Q-QD02 issued as RFQ and incorporated provisions and clauses are those in effect through FAC 2005-66, DPN 20130328 and AFAC 2013-0327. 3. The standard industrial classification code is 8999 Services, Not Elsewhere Classified, NAICS 519130. 4. Set-aside: None 5. List of Contract Line Item Numbers (CLINs): 0001 (1 ea) - One Year Subscription for Yonhap English Premium News. i. Period of Performance: May 2013 - Apr 2014. 6. The following provisions applies to this acquisition: a) FAR 52-212-1 Instructions to offerors-Commercial items (Feb 2012). b) FAR 52.212-2 Evaluation-Commercial items (Jan 1999) This provision is incorporated by reference, and paragraph (a) is modified to read as follows: (a) This is a competitive best value source selection in which the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, and other factors considered. The Government intends to make award to the lowest priced offeror. The Government intends to award without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. The following listed are evaluation factors that shall be used in the evaluation process: 1. Price (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) Offeror shall include a completed copy of the provision FAR 52.212-3, Offeror Representation and Certifications-Commercial items 7.
