- Title: Pier 3 Structural Repairs Location: Military Ocean Terminal Concord; Concord, California NAICS Code: 237990 Small Business Size Standard: $_$33.5 Million____________ Magnitude of Construction: $10,000,000-$25,000,000 This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of small business firms for a potential small business category type set-aside. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Potential offerors having the skill, capabilities and bonding necessary to perform the described project are invited to provide feedback via email to Samantha Plank at ryan.j.bayless@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources to include small business in the following categories: Small Business, Certified 8a, Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), for a contract for Pier 3 Structural Repairs at the Military Ocean Terminal Concord (MOTCO) in Concord, CA. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Other Than Small Business Procurement. Other than small businesses may respond to this NOTICE in the event the market does not indicate SB interest, however, preference will be given to the SB categories listed above. The government must ensure there is adequate competition among the potential pool of available contractors. PROJECT DESCRIPTION The Sacramento District of the U.S. Army Corps of Engineers has an upcoming project for a quote mark Design/Build quote mark effort for the structural repair of Pier 3 to be located on the tidal area of the installation at Military Ocean Terminal Concord (MOTCO), Concord, CA. This maintenance and repair construction effort is critical and must be completed prior to September 2014. All interested contractors should be advised that there is an on-going effort to address the National Environmental Policy Act (NEPA) requirements, which may preclude the commencement of all construction efforts prior to completion of these requirements for an estimated time frame of six-eight months. This announcement serves only as a market survey/sources sought in order to determine the availability of small business concerns. PROPOSALS ARE NOT BEING REQUESTED AT THIS TIME. Responses are being sought from qualified small business concerns possessing the technical/construction expertise and bonding capability to execute the work requirements. The required work elements include, but may not be limited to the following; installation of high-density polyethylene (HDPE) jacket/wrap system on all timber piles (quantity of 3883) including removal of all existing urethane wrap repairs (prior to the installation of new jackets); sealing of the cracks (throughout the pavement area) on the pier; patch all pot holes on top of the pier; replacement of severely decayed portions of timber fascia (along the south edge of the upper platform); repair/replace all missing and broken utility hanger supports, junction box covers, loose wires, and corroded areas of conduits and wires; repair the beams and pile caps that have overstressing cracks; install shims on piles that are currently non-bearing with the pile cap; replacement of existing walkways; replacement by removal broken concrete fender pile/s; and replacement of rotten portions of existing handrails and curbs along the pedestrian walkways. Most of the pile jacketing/wrapping will be performed underwater, which will require both significant diving experience along with performing quote mark Munitions of Explosive Concern quote mark (MEC) construction support capabilities during the performance of the work. In addition, the contractor must have the capability to perform and complete all repair work prior to September 2014. Interested contractors must be able to provide verifiable experience of performing similar projects that involve repairing piers, including jacketing/wrapping of timber piles. INTERESTED CONTRACTORS MUST RESPOND TO THIS SOURCES SOUGHT NOTICE NO LATER THAN by 4:00 PM Pacific Time on May 1, 2013. Responses can be emailed to ryan.j.bayless@usace.army.mil. Description of Work: The installation (previously known as the Concord Naval Weapons Station) is now known as Military Ocean Terminal Concord (MOTCO), which the Department of the Army has taken possession from the Department of the Navy several years ago. The existing pier that requires repairs was originally constructed (for the Department of Navy missions) in the 1940's and is made up of mostly timber construction. The customer desires that all prescribed repairs be performed and completed prior to the end of September 2014. The location of this structure in the Suisan Bay where there was a previous incident (Port Chicago Explosion) in the 1940's where there is a quote mark moderate to high quote mark potential for uncovering Unexploded Ordnance while performing repairs in the water. This situation will require special precautions during the construction effort, which will include the employment of UXO/MEC Construction Support during all repair/construction activities. The basic approach to the jacketing/wrapping work for the piles shall include the following; cleaning/surface preparation, apply/wrap Marine petrolatum tape, wrapping of the pile with a flexible plastic outer cover), nailing of all the seams, strapping of the piles, and excavation in/around the mud line to install a mud line seal. While performing their work, the Contractor shall be responsible for employing UXO/MEC Construction Support during all land based as well as in-water work for the purpose of providing sufficient safety measures during their construction activities. CAPABILITY STATEMENT The following requests are designed to apprise the US Army Corps of Engineers, Sacramento District, of any prospective construction contractors' project execution capabilities. Please provide your response to the following. The submission is limited to 15 pages. 1) Offeror's name, address, point of contact, phone number, and e-mail address. 2) Offeror's interest in bidding on the solicitation when it is issued. 3) Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years - Describe your self-performed effort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. a) Verifiable evidence of experience of performing installation of high-density polyethylene (HDPE) jacket/wrap system on timber piling within sensitive habitat areas and with the use of UXO/MEC Construction Support. b)How you will manage work in accordance with FAR 52.219-14(b)(3), Limitation on Sub-Contracting: quote mark General Construction. quote mark The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials quote mark. 4) Offeror's type of small business and Business Size (Small Business, HUBZone, Service Disabled Veteran Owned and/or Small Business, 8(a)). 5) Offeror's Joint Venture or Teaming Arrangement information if applicable - existing and potential. 6) Offeror's Bonding Capability in the form of a letter from Surety. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will NOT be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition among 8(a), Service Disabled Veteran, HubZone, or all Small Business firms or proceed with full and open competition as Other Than Small Business.
