- Description
- The Claims Resolution Act of 2010 (P.L. 111-291, 124 stat. 3064) was signed into law on December 8, 2010. Title VI of the Claims Resolution Act authorizes the Aamodt Litigation Settlement Project which includes: (1) the Aamodt Settlement Agreement; (2) construction of the Pojoaque Basin Regional Water System (RWS); (3) acquisition of water rights by the United States to be held in trust for the Pueblos of Nambe, Pojoaque, San Ildefonso and Tesuque (four pueblos); and (4) establishment of the Aamodt Settlement Pueblos' Fund. The Act directs the Secretary of the Interior to enter into a contract with the four pueblos for 1,079 acre-feet of San Juan-Chama Project (SJ-CP) water. This water will become part of the supply for the RWS. Reclamation has a requirement to evaluate the amount of SJ-CP water needed on a long-term basis to offset evaporation losses from the 1200 surface acre Cochiti Reservoir Recreation Pool, as part of the implementation of the Aamodt Litigation Settlement Project. This requirement includes updating the riverware-based planning version of the Upper Rio Grande Water Operations Model (URGWOM); analysis of evaporative losses under various hydrological and operational scenarios; report preparation and presentation of results to Reclamation and its stakeholders, including a discussion of the assumptions, results, and technical methodology used for the evaluation. More specifically, the Contractor shall update URGWOM with new, government-furnished, elevation-area-capacity tables and sediment parameters for Cochiti Reservoir and then use the updated model to evaluate the amount of SJ-CP water needed to offset evaporation losses from the 1200 surface acre recreation pool at Cochiti Reservoir as described in the Performance Based Statement of Work. Reclamation's stakeholders for this work include: The New Mexico Office of the State Engineer, New Mexico Interstate Stream Commission, the United States Army Corps of Engineers, and all current SJ-CP contract holders. This is a Total Small Business Set-Aside and the Bureau of Reclamation intends to issue a Request for Proposal for this project. It is anticipated the contract will be a firm fixed price contract using procedures prescribed by FAR Part 15 - Contracting by Negotiation. The North American Industry Classification System (NAICS) Code is 541690 with a Size Standard of $14 million.
