- Q&A RADIOACTIVE CONTAMINATED WASTE DISPOSAL SERVICES This Sources Sought is issued solely for INFORMATIONAL PURPOSES ONLY and does not constitute an Invitation of Bid, Request for Proposal or a Request for Quotes. This notice only for information and the Government is not seeking proposals and will not accept unsolicited proposals. This Request for Information (RFI) control number The Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with the response. No assurance is provided that any solicitation will result from the information provided in response to the sources sought. The Department of Homeland Security, U. S. Custom Border Protection (CBP) is seeking information only for radioactive contaminated disposal waste companies located in the United States. This information will be shared with domestic importers and other companies who may have a need for radioactive disposal waste services. CBP is interested in understanding the scope of companies currently offering services to dispose of radioactively contaminated materials, such as metals, wood products, food products, or other items of international commerce. Materials may be contaminated with emitters of many different types of radiation: gamma, x-ray, neutron, alpha, and/or beta radiation. The intent is to gain knowledge of companies offering this type of services in the United States and an understanding of services that are available in the United States. This information will be used by CBP to compile a list of available radioactive contaminated disposal waste companies that domestic importers or other companies have the discretion to contract with for disposal services. Companies offering services to dispose of radioactively contaminated materials should have the knowledge, experience, facilities, training, certification, licensing, and staff to be able to survey, handle, transport, store, and ultimately dispose of radioactive materials. The notice solicits information from mature companies offering disposal services to commercial or government sector. CBP's process will consist of a review of submitted packages to understand company and vendor offerings. Subsequent information, such as more technical details or verification of appropriate training or licenses, may be requested from vendors as appropriate. Upon contracting for services by an importer or other company, the disposal company may be required to undergo vetting by CBP to include radioactive material (RAM) license verification, review of survey and characterization procedures, staff qualifications, training, or other information as applicable. In order for a submission package to be considered complete, it must be received by the closing date and include the following on white paper in Times New Roman, 12-point font: •1) A cover page which should include the company name, mailing address, business and technical contact information including e-mail, telephone, fax, and Internet web page, if applicable, NAICS code, company business size, (if small, indicate type); and GSA schedule number, if applicable. •2) Identification of any existing or former (past five years) Federal Government contracts for disposal of radioactive material or products contaminated with radioactive materials, including agency, agency point-of-contact, and details of the contract (if releasable). •3) A detailed description of service offerings which provides a well-developed description of the entire vendor service including the final disposal pathway. This description should include an overview of the service(s) from end to end: survey, handling, transport, storage, and disposal, as applicable. •4) Known limits to the service, such as limit on size, weight, radioactivity levels of materials, types of radioactivity, or types of radionuclides to be disposed of. •5) A description of relevant staff, survey equipment, transport equipment, storage facilities, and disposal arrangements, as appropriate. •6) A description of the company's Federal/State/local/Tribal licenses, including Nuclear Regular Commission (NRC) licenses, Department of Transportation (DOT) licenses, Environmental Protection Agency (EPA) licenses, and any other relevant licensing. •7) A description of the company's training or similar certification s as applicable. •8) Documentation detailing the vendor's technical capability to support all aspects of radioactively-contaminated material disposal, including inspection, safety, survey, handling, transport, storage, and final disposal. •9) Any public cost estimates if releasable. •10) Any other information that would be applicable to the intent of this notice. Verbal questions will NOT be accepted. Accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after April 15, 2013, will be answered. All responses are due no later than 12:00 PM, Eastern Standard Time (EST) on April 24, 2013.
