- Solicitation SAQMMA13R0226 Past Peformance Questionaire Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; proposals are being requested and a written solicitation will not be issued. SAQMMA13R0226 is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in affect through Federal Acquisition Circular 2005-66. This acquisition is 100% small business set aside utilizing NAICS code 519130 with a size standard of 500 employees. The Department of State, Bureau of Public Affairs requires the services of a company to provide news clips from print publications, broadcast news and other electronic sources, including the internet, to analyze stories about foreign policy for Department of State new briefings. The Department of State's, Bureau of Public Affairs seeks to award a firm fixed price contract for news briefing services. We anticipate awarding a one year contract with four 1 year option periods for this solicitation. The provisions in 52.212-1 and the Instructions to Offer found at L-001 addenda apply to this acquisition. The basis of award and evaluation criteria found at M-001 Evaluation Criteria shall apply to this acquisition. Offerors are advised provide a copy of their current representations and certifications from www.sam.gov, in accordance with 52.212-3 Offeror Representations and Certifications - Commercial Items, with its offer. The clause at 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. No form of indemnification will be included in any subsequent contract resulting from this solicitation. Additional information is located in the attached Solicitation document, Statement of Work, Section M - Evaluation Criteria and Section L - Instructions. All questions should be sent to jonesrd@state.gov by May 3, 2013 at 12:00 PM EST. All proposals are due by Monday, May 20, 2013 at 12:00 PM EST.
