Description
Clauses applicable to RFQ 2013-56929FB Statement of Work for 'Modal Testing on Longwall Cutting Drum' This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 2013-56929FB and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health intends to award a firm-fixed-price purchase order for following requirement. The basic objective of this effort is to conduct an experimental modal analysis test on a particular longwall cutting drum with results valid in the frequency range of interest of 100 to 2,000 Hz. (All work shall be performed in accordance with the attached Statement of Work) Your quote must include the following: • Capabilities and experience in accordance with the Statement of Work and Evaluation Factors • A firm-fixed price to complete the requirement. QUOTERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE QUOTES RECEIVED. Quoters should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. Therefore, the initial quote should contain the quoter's best terms from a technical and price standpoint. All quotes must include the full name, address, and DUNS number of the business to be named on the purchase order as well as the full name, phone number, and email address of the person who can accept the final purchase order. THIS IS A FULL AND OPEN COMPETITION. The North American Classification System (NAICS) code for this procurement is 541712 - Research and Development in Physical, Engineering, and Life Sciences- with a small business size standard of 500 employees. Quotes are due on Friday, May 3, by 1:00 PM EDST and should be sent to the attention of Florence Black via email at fpblack@cdc.gov. Hard copies can be delivered via Fed Ex or UPS to Florence Black, Centers for Disease Control and Prevention, Procurement and Grants Office, 626 Cochrans Mill Road, Pittsburgh, PA 15236. The Offeror must cite RFQ Number 2013-56929FB in the email subject line and include it on the shipping label if sending hard copies. Evaluation and award of the purchase order will be performed in accordance with FAR 13.106-2 Evaluation of Quotations or Offers and FAR 13.106-3 Award and Documentation. The Offeror must have an active registration with the System for Account Management (SAM), which has replaced the Central Contractor Registration (CCR), prior to award of the purchase order in accordance with FAR Clause 52.204-7. The government intends to issue a firm, fixed price purchase order in accordance with FAR Part 13. After evaluation of the following technical factors, award will be made to the lowest priced technically acceptable offer. Each offer will be evaluated on a pass/fail basis, so offerors are cautioned that they should submit responses in sufficient detail to enable the government to evaluate their capabilities and experience. 1. The successful bidder must be able to demonstrate successful experience in collecting, processing, and analyzing experimental modal analysis data associated with complex (thick welded curved plates) and massive (over 3,000 kg) structures. This could include a list of pertinent publications (e.g., conference proceedings, journal articles in professional publications, previous contract reports, etc.) 2. The successful bidder must have personnel with academic training and scientific research experience necessary to conduct and/or supervise the collection of scientifically valid and reliable vibration data. NIOSH expects that the field engineer (in charge of conducting the experimental test) should have at least a Master of Science degree in mechanical engineering with focus on vibrations. 3. The field engineer should have at least two people to assist him or her during the experimental setup for which a maximum of two days will be allocated, and also for assisting during the data collection to be completed in a maximum of two days. These two people should have prior experience in vibrations, since the results of the rest of the work will rely on their diligence during the test setup and data collection. 4. The successful bidder must have all the required instrumentation to conduct the experimental modal analysis test including, but not limited to: at least two 110 lb. electrodynamic shakers provided with power amplifiers, shaker stands, at least fifteen tri-axial accelerometers, a modal hammer kit, a Bruel&Kjaer 48-channel data acquisition system (since data must be saved in Bruel&Kjaer proprietary format because that is the format for the data needed by NIOSH), at least nine AirRide supports, and all the tools and instruments (such as levels, laser rangers, plumbs) to locate and mark the 260+ measuring points. 5. The successful bidder must also show proof that instrumentation such as the tri-axial accelerometers and their respective bases are appropriate for the frequency range of interest of 0-2,000 Hz. 6. The cutting drum is not currently available and the timeframe of availability is not certain, so the successful bidder must demonstrate that it has the capability and all the required resources to readily deploy when a cutting drum becomes available for testing. That is, the successful bidder should be able to ship all its instrumentation and send its personnel to conduct the experimental modal analysis test upon a short notice that could be as short as one week. Testing is expected to occur in Franklin, PA, and pricing for this RFQ should be based on that as the testing site. The complete statement of work is attached to this announcement.
