Description
NOTICE---NOTICE---NOTICE: THIS IS A PRE-INVITION NOTICE ONLY-THIS IS A PRE-INVITATION NOTICE ONLY-NOTICE---NOTICE---NOTICE The WALTER REED NATONAL MILITARY MEDICAL CENTER (WNMMC) seeks to acquire from Commercial Sources the personnel, equipment, supplies, and facilities, except as specified Government-Furnished, necessary to perform Medical Records Coding and Auditing of inpatient medical records, outpatient medical records (clinic visits) and ambulatory procedure visits at the WRNMMC, Bethesda, Maryland and the DiLorenzo TRICARE Health Clinic; the Pentagon, Washington, DC. The WRNMMC is a 341 bed hospital that also houses 75+ Outpatient Clinics of various specialties. The scope of the annual Medical Records Coding requirement is on average: approximately 900,000 outpatient encounters; 15,000 inpatient encounters; 12,000 Ambulatory Procedure visits (APV); 26,000 Emergency Department (ED) visits; In addition, 75,000 Inpatient daily rounds occur annually, and electronic and hard copy documented medical records are daily generated thereby. Those medical records documents can include (but are not limited to): provider and allied health personnel progress notes; abbreviated medical records (to include brief summary of chief complaint, history and physical exams, diagnoses, procedures, condition on discharge, etc.); operative and procedure reports; consultations, including inpatient consultations; history and physical examinations; and, Laboratory, Pathology, Radiology and Nuclear Medicine, Reports. Medical Coding services are also required to accurately bill Third Party Payers for services rendered to our patients; and, to track Provider productivity. Outpatient visits are to be coded by the Medical Records Coding Provider in AHLTA, the outpatient electronic health record system. Coders will be required to review and approve all encounters with other health insurance (OHI) before they are sent to the Billing office. Per the Billing Office, 14% of all outpatient encounters are billable. With approximately 75,000 outpatient visits a month, a minimum of 11,000 coded, billable encounters will need to be reviewed. Although the billable encounters are the priority, 34,500 encounters without OHI must also be reviewed to track coding trends and to further identify opportunities to provide training and education to providers. There is also an inventory of approx. 10,000 inpatient medical records; and approx. 4,000 Ambulatory Procedure visit (APV) records. Offerors' will be required to extinguish this inventory; through medical records coding and the auditing of approximately 1,400 of these records concurrently with the workload scoped above, and within a timeframe that will be stated in the Solicitation. The period of performance is 01 July 2013 through 30 June 2014, BASE PERIOD; with, four (4) ONE-YEAR OPTION PERIODS. All Option Periods concluding on 30 June 2018. The NORTHERN REGION CONTRACTING OFFICE; U.S. Army MEDCOM will shortly issue a Solicitation Document for acquisition of these services. At that time interested parties may obtain a COPY OF THE PROPOSED SOLICITATION INCLUDING ITS PERFORMANCE WORK STATEMENT (PWS) with Technical Exhibits. Interested Parties are herein again reminded that THIS NOTICE IS FOR INFORMATION PURPOSES ONLY and that the definitive statement of the WRNMMC requirement will be in the Solicitation alone. Interested Enterprises are strongly encouraged to recheck with the FedBizOpps for the issuance of the Solicitation which is estimated to be within the next thirty (30) days. NOTE! THE RESPONSE DATE TO THE SOLICITATION WILL REVISE THE RESPONSE DATE OF THIS PRE-INVITATION NOTICE.
