Description
This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. Reclamation, is seeking agricultural planning services to support the development of farm plan alternatives at the San Xavier Cooperative Association (SXCA) located on the San Xavier District Reservation (SXD) of the Tohono O'odham Nation. (Located 8 miles south of Tucson, AZ). Currently, SXCA farms on part of the land under a lease agreement with the landowners, producing alfalfa, sudan grass, and oat hay. An additional 1100 acres that are adjacent to the areas currently being farmed have been identified and surveyed for possible development of a farm extension. Farm plan alternatives shall evaluate potential crops, potential livestock integration, and market opportunities to develop a comprehensive business plan that lays out long term goals and objectives of the full farm while focusing on maintaining the farm's long term sustainability for the benefit of the farm's landowners under a 25 to 40 year lease term. Additionally, the plan shall evaluate and make recommendations regarding what type of irrigation system(s) should be used for the farm extension that most effectively support the alternatives for the extension. This plan is key to development of the extension in a manner that provides for ongoing operation, maintenance and replacement of the infrastructure and equipment while providing economic benefits to lessees. Additionally, the farm plan alternatives shall incorporate the values and goals of the SXCA and the O'odham culture in consideration of alternatives and practices being recommended. Current farming practices are consistent with "natural" or "organic" methods with no use of chemical fertilizers, pesticides or herbicides for both the traditional and large scale crop production. Ultimately, the business plan will be used to support a new 40 year lease of allotted land covering both the rehab and extension areas. The contractor will be required to provide all personnel, equipment, tools, materials and supervision as needed to perform the effort described including costs associated with but not limited to the following; validity of tests, investigations, market surveys, site surveys, global positioning system surveys, verifying the accuracy and completeness of the agricultural data; assuring the validity of the market analyses and the projected revenues and for assuring the accuracy and completeness of alternative farm layouts and irrigation requirements. The anticipated duration of active work is 6 months which includes time for Reclamation's review, coordination and comments on the required submittals, as well as the contractor's presentation of findings. After the planning phase is completed, the contractor will be required to provide limited consultation services during the preliminary design phase and required to attend periodic update meetings for up to twelve months. Responsible sources may submit a capability statement on or before 12:00 PM, local time, on April 30, 2013. Submittals will be reviewed and considered by Reclamation for acquisition planning purposes.
