- The Naval Medical Logistics Command intends to negotiate on a sole source basis IAW FAR 13.106-1 with Tyco Healthcare Group LP, 15 Hampshire Street, Mansfield, MA 02048, dba Covidien as the only responsible source that can provide fifty (50) Sequential Compression Devices. This acquisition is being conducted under the FAR 13.106 only one responsible source. Provisions and clauses in effect through Federal Acquisition Circular 2005-66 are incorporated. The USNS Mercy has a requirement for fifty (50) Sequential Compression Devices (SCD ™s), which shall be used to treat patients who have, or are at risk for, Deep Vein Thrombosis (DVT). Each system shall include a pump, two knee-high (ankle-to-knee) or thigh-high (ankle-to-thigh) sleeves, and connecting tubes. The pumps shall provide a minimum compression pressure range of 30mmHg to 45mmHg, and shall utilize both battery and line power, to enable the patient to be moved while still being treated by the SCD. The pumps shall also be capable of continuously monitoring each patient ™s vascular refill time and recalculate the system ™s compression pressure and cycle timing accordingly (i.e. vascular refill detection). The sleeves shall have air bladders that shall completely wrap around the patient ™s leg and shall compress in segmented sequences, starting with the ankle and moving up to the rest of the leg, to ensure unidirectional blood flow, and minimize risk of blood stasis or clot formation. The electrical requirements are 110V and 50/60 Hz. Items being purchased in this acquisition: Fifty (50) Sequential Compression Device which is capable of operating via battery power, providing sleeves with air bladders that cover all sides of the legs, and providing a pump that is capable of vascular refill detection. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System 339112 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Tyco Healthcare Group.
