Description
Marine Corps Systems Command (MCSC) intends to negotiate a sole-source, firm-fixed-price contract with Selex Galileo, Basildon, Essex, SS14 3EL (UK). The resultant contract will procure the modernization of the current Ground Counter Fire Sensor (GCFS) by refreshing the Operating System so it will run on a Marine Corps Common Hardware Suite (MCHS) computer, and will include acquiring the Interface Control Document (ICD). The GCFS is a stand-alone system that provides the Marine Corps a continuous passive 360° acquisition of acoustic events, including indirect fire and Improvised Explosive Devices (IEDs), and calculates the geographic point of origin for each event. The system determined locations are used collaboratively to identify enemy locations and a cueing agent for other target acquisition assets. The information provided by the GCFS can also be used as target intelligence to support deliberate targeting. The GCFS system Command Post Computer (CPC) is comprised of proprietary hardware and software that is no longer supportable due to an obsolete Operating System and computer processor. This contract action will modernize the current GCFS software application and current Command Post Computer (CPC) hardware and procure the new (current) vendor GCFS baseline. The estimated Period of Performance (PoP) is not to exceed 18 months from date of award. Selex Galileo is the GCFS Original Equipment Manufacturer (OEM) and GCFS data rights belong exclusively to the OEM. Therefore, it has been determined that it is in the best interest of the Government to have the OEM provide the updated GCFS software application, as using another Contractor would first require acquisition of data rights, which will generate substantial duplication of effort and cost to the Government that is not expected to be recovered through competition. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested items or exception to the intent to purchase on a sole source basis no later than 4:30PM ET on 22 May 2013. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. MCSC will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
