Description
The solicitation for this contract will be posted on or about May 8, 2013 with proposals due on June 10, 2013. Attention: Funding for this requirement is currently not available but is anticipated for this fiscal year. In the event funding is not received the solicitation will be cancelled and no award will be made. Description: The purpose of this contract is to secure a complete set of services to accomplish a stream restoration project. The Contractor shall provide aerial services to transport 295 trees, most with rootwads attached from a staging sites to 30 flagged destinations on Meadow Creek. This project requires a lift capacity of 20,000 pounds in order to achieve the desired results. Many of the limbs are still intact. The trees shall be placed within 6' of flagged locations on the streambank. The Contractor shall provide aerial services to transport fencing material to 6 different locations adjacent to Meadow Creek. The material will involve a total of: 80: 8' treated wood posts, 300: 12' treated posts, 200: 10' steel T posts, 17: 8' rolls of field fence, 2000: 5 1/2' steel T posts, 45: 47" rolls of 47" field fence, 10: rolls of barb wire, 3: 4000' rolls of high tinsel wire, 400: 4' wood stays, and 150: 5' wood jack material. The Contractor shall, considering given objectives for the project, develop a plan of operation to accomplish these objectives, organize, and direct all the equipment and personnel needed to fully accomplish the work. The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies and incidentals necessary to complete the work required. Location: The project area is within or directly adjacent to Starkey Experimental Forest, approximately 12 miles Southwest of the town of Starkey. Vicinity and Project Maps are attached to this contract. The project is located on Meadow Creek from approximate stream mile 14 to 17 (T 3S, R 34E, S 19, 29, 30, and 32). The mountainous terrain varies in elevation from 3900 - 4500 feet. Terrain consists of deep canyons and steep slopes. Staging and destination sites are surrounded by tall timber. Tree destinations in Meadow Creek will be identified by wide pink ribbon prior to aerial transport. Within the project area, Meadow Creek is a wade-able stream, but could exhibit temperatures and flow in July that could create difficult terrain to traverse. Ground crews recovering chokers may find it necessary to negotiate river banks and river channels.
