- Fiscal Year 2013 Technology Niche Analyses The US Environmental Protection Agency (EPA), intends to negotiate on a limited source basis, under the authority of FAR 8.405-6, with Foresight Science & Technology to provide technical support services for the Small Business Innovation Research (SBIR) Program by performing Technology Niche Analysis (TNA) on 37 SBIR projects within the program plus additional commercialization consulting. In 2011 the SBIR Program was reauthorized by Congress. The US EPA has had over 350 different technologies supported through the SBIR program since 2000. The applicable NAICS code is 541511. The US EPA, Office of Research and Development (ORD), National Center for Environmental Research (NCER), has identified Foresight Science & Technology, Inc. as the only company that has the unique ability to offer Technology Niche Analyses (TNA). The TNA is a 10-step interactive technology method that includes the following components; identification of potential application of a technology, the competitive advantages in terms of performance, efficiency, reduced cost or complexity, the analysis of the market including estimated size, classes of customers, and projected sales and market share, and commercialization methods which may include manufacturing, sales agreements, joint ventures or partnerships, or licensing agreements. The focus of Foresight's Technology Niche Analysis is to position the technology and open the doors to deals for a technology at the proof of concept (SBIR Phase I) stage or beyond that has a set of anticipated yields on well defined metrics measuring performance. In addition, Foresight Science & Technology offers extensive market and competition analysis, a market entry strategy and launch tactics will be developed that include prequalifying a potential licensee or alliance/joint venture partner through interviews with decision makers or their representatives and preparing a revenues estimate from sales of the technology. In addition, through further commercialization consulting, Foresight is able to offer competitor analysis including product comparisons and market share and company distribution and positioning strategies; assist in (a) refining the technology value proposition and (b) the concepts for marketing materials; SBIR Phase II commercialization proposal review and roadblock identification and removal consultation. Another benefit for EPA is that Foresight Science & Technology has extensive experience in commercialization of environmental technologies and the company has supported environmental technologies from universities, government laboratories, and companies in the US and abroad. This procurement will be accomplished under FAR Part 12 Commercial Procedures. It is our intent to award a single fixed price purchase order consisting of one (1) 12-month base period and two (2) 12-month option periods for a potential term of 36 months. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
