Description
Statement of Work - Research Subscription The U.S. Department of Labor (DOL), in support of the Employee Benefits Security Administration (EBSA), intends to procure subscription services to a database which contains various edited form 5500 data, mapped with SEC, FINRA, and state insurance data as well as analysis services relating to these data, specifically involving large 401(k) plans. This is a pre-solicitation notice and not a request for proposal. The government will solicit for competition utilizing the procedures pursuant to the authorities of FAR Part 12 in conjunction with FAR Part 15. The government contemplates the Request for Proposal (RFP) will result in a Single Firm-Fixed Price (FFP) contract and will be competed as 100% Small Business set-aside. The applicable NAICS code is 541720, Research and Development in the Social Sciences and Humanities, Business Size Standard, $9.0 million. The RFP shall require the submission of a technical, past performance, and price proposal. Technical and past performance will be considered more important than price. The absence of past performance data will be rated neither favorably nor unfavorably. Contracts listed may include those entered into with Government agencies or private sectors. Price will be considered and evaluated in determining the overall best value to the Government. The period of performance is anticipated to conclude four years following date of award, beginning on or around September 19, 2013. All interested parties may submit a proposal in response to the solicitation that will be considered by the Department of Labor/Office of Procurement Services, Washington, D.C. The solicitation number is DOL131RP21713, and it is anticipated to be posted to the Federal Business Opportunities website on or about May 15, 2013. The solicitation will be issued electronically only, hard (paper) copies will not be provided. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any amendments. All prospective contractors must be registered in the System for Award Management (www.sam.gov) and Online Representations and Certifications Application (ORCA) database (https://orca.bpn.gov/).
