- The General Services Administration, Heating Operation and Transmission District (HOTD) currently supplies steam and chilled water to over 80 government and non-government buildings throughout Washington DC downtown area. HOTD operates (2) two Solar Combustion Turbine Generators to supplement electrical usage and peak shaving during summer months. The #2 gas turbine generator suffered a catastrophic failure of the reduction gearbox that caused damage to the drive train. This unexpected failure of the unit #2 coupled with the age and extra-ordinarily high operational run time of unit #1 suggested the likelihood of imminent failure. Thus it is prudent to take immediate steps to not only avoid further catastrophic failures, but to mitigate financial losses to the government as well as other life safety issues. Recent inspection of the co-generators systems suggest that both units are in immediate need of replacements of the engines, gearboxes, and generators. The contractor shall provide rigging, removal, re-installation, and shipping services to remove the existing gas turbine engine and reduction gearbox and replace them with the refurbished or exchange units thereafter. In accordance with FAR Part 6.302-2(a)(2), " An unusual and compelling urgency precludes full and open competition; and delay in award of a contract would result in serious injury, financial or other, to the Government." The use of unusal and compelling urgency is necessary and appropriate.
