Description
This Request for Information (RFI) is issued in accordance with Acquisition Management System (AMS), Section 3.2.1.2.1 for the purpose of conducting of a market survey. This notice is not a Screening Information Request (SIR) or a Request for Proposal (RFP) and is for informational and planning purposes only. Proposals, solicited or unsolicited, are not being sought or accepted in response to this notice. No party should construe a commitment by the Government to take or not take an action based on the release of this notice. No evaluation letters or results will be issued to respondents. The Government will not reimburse any costs incurred by respondents in responding to this notice. FAA is assessing the availability of services required for the manufacture and test of the WAAS Third-Generation Reference Receiver (G-III) which was developed by NovAtel Inc. Delivery of approximately 166 production units along with second-level engineering support for product integration and equipment support is anticipated. Second-level engineering services would also be required for support of legacy equipment--WAAS Reference Receiver G-II Wide Area Reference Station, WAAS GUS-Type I Receiver and WAAS GUS Type 1 Signal Generator. Parties interested in responding to this RFI must submit a Capability Statement addressing each of the following three areas. All responses must include sufficient detail addressing each area to permit a clear understanding of Respondents ™ manufacturing, testing, maintenance and product delivery schedule capabilities. 1.Demonstrated ability to manufacture and test G-III receivers which perform in accordance with the requirements specified in UNIT SPECIFICATION FOR A THIRD GENERATION WAAS REFERENCE RECEIVER (WAAS G-III RECEIVER). A copy of the G-III technical specification is attached. 2.Demonstrated ability to service and maintain the WAAS legacy receivers; WAAS Reference Receiver G-II Wide Area Reference Station, WAAS GUS Type I Receiver and WAAS GUS Type 1 Signal Generator. Copies of the Commercial Item Drawings for the WAAS Reference Receiver G-II Wide Area Reference Station; WAAS GUS-Type 1 Receiver; and, WAAS GUS Type 1 Signal Generator must be requested from email maria.ctr.florentino@faa.gov. 3.Ability to meet anticipated production delivery schedule identifying any associated risks. The anticipated production delivery schedule is forty units (40) in calendar year 2013, one-hundred (100) units in 2014, and twenty (20) units in 2015. Responses provided must clearly and directly correlate to each of the three areas indicated. Capability Statements must not exceed 5 pages of type-written text with a print-font size not smaller than 12 points. This page and font size limitation does not include commercial literature which a Respondent may care to submit. Responses containing only company brochures, catalogs or other type of generic information will not be considered. At the FAA ™s discretion, respondents may be provided an opportunity to discuss information contained in its Capability Statement. The FAA, at its discretion, will determine if this opportunity will be offered to all, some or none of the Respondents. All information provided in response to this announcement may be subject to Freedom of Information Act (FOIA). Any proprietary or sensitive information should be clearly marked with appropriate restrictive language. This Market Survey/RFI does not restrict the Government as to the ultimate acquisition approach it may take in connection with this requirement. Along with pertinent point-of-contact (POC) information (Company name, Contact ™s name, mailing address, email address and phone number), Capability Statements must be submitted no later than 5PM eastern daylight savings time (EDST), May 9, 2013, via email in Adobe Acrobat format only.
