- This is a SOURCES SOUGHT SYNOPSIS for the U.S. Army Corps of Engineers, Omaha District. This announcement seeks information from industry, which will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Magnitude of Construction is $10,000,000.00 to $15,000,000.00. Proposed project will be competitive type contract to resurface an existing runway and provide electrical lighting at Butts Army Airfield (AAF), Fort Carson, Colorado. Work includes rigid pavement runway 100 feet wide, a paved north and south overrun area, airfield taxiways, hot-load pad for aircraft, a turnaround pad for aircraft and a holding apron. Soil conditions will require soil amendments and compacted sub-grade. Work will also include a shoulder for all airfield pavements, soil amendments, airfield and taxiway lighting, airfield signage, airfield pavement marking. Specifics include milling approx. 4000 LF (approximately 75 ft wide) to approx. 4 quote mark depth exiting asphalt surface. Additional requirements may include removing approximately 400 LF of existing asphalt runway. Approximate depth for removal is 9 quote mark asphalt surface with approximately 6 quote mark base course and approximately 6 quote mark sub base course. Removal of approximately 2 quote mark asphalt shoulder with approximately 6 quote mark base course and approximately 9 quote mark of subbase is required. Project includes constructing approximately 4000LF (approximately 75 ft wide) to approximately 4 quote mark depth of asphalt concrete surface. New construction of approximately 400 LF, approximately 3 quote mark asphalt with 6 quote mark base course and 9 quote mark subbase course. Project also includes 25 ft wide shoulder around entire runway. Shoulder is 2 quote mark asphalt with 6 quote mark base course and 9 quote mark subbase course. Removal of existing concrete taxiways, which is 8.5 quote mark with 6 quote mark base course is required. New Taxiway construction of 7 quote mark concrete with approximately 4 quote mark basecourse and 9 quote mark subbase course. Project includes grading and drainage. Pavement striping is required. Project requires removal of existing electrical conduits, wires and fixtures. New construction of electrical conduits, wiring and lighting fixtures is required, as well as electrical equipment for lighting. The type of solicitations to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Special requirements: Ft. Carson Butts Army Airfield must maintain an operational runway during the Combat Aviation Brigade (CAB) restationing effort. Manpower and resources to successfully execute phasing of construction is very important. Transportation Systems Center (TSC) Airfield Pavement specifications, testing, and reporting requirements are part of this contract. Very high standards are required to meet these specifications. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry including Large Business and the Small Business Community to include but not limited to; Historically Underutilized Business Zones (HUB-Zone), 8(a) Certified Small Business, Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women Owned Small Business (WOSB) to compete and perform a Firm Fixed Price Contract. The project is located at Butts Army Airfield (AAF), Fort Carson, Colorado. All contractors are highly encouraged to participate. The US Government is seeking qualified, experienced sources capable of constructing a rigid pavement runway at Butts Army Airfield (AAF), Fort Carson, Colorado. Prospective construction firms must be capable of: providing all resources for successful construction per contract documents; planning and development of construction documents and providing submittals to include mix design, bath plant operations and qualifications for all members of the contractor's project team. Other submittals will include equipment, proportioning studies, sampling and testing, lab accreditation, deleterious materials, lab results, sample section, trial mix studies, joint sealant, etc. These submittals must be provided within specified timeframe (per resulting RFP) to meet required construction schedule and to accommodate the runway operation schedule which will result in rapid and heavy execution requirements. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 237310. Small Business Size Standard for this acquisition is $33.5 Million. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. Small Business HUBZones are required to perform 50% of the work unless a waiver is granted. Prior Government contract work is not required for submitting a response under the sources sought synopsis. Award will be based on overall lowest price. Offerors response to this Synopsis shall be limited to 5 pages and shall include the following information: GENERAL INFORMATION (1) Offerors name, address, point of contact, phone number, and e-mail address; (2) Offerors CAGE and DUNS; (3) Offerors Business Size and type of small business in relation to NAICS Code 237310 (whether Other Than Small Business, HUBZone, Service Disabled Veteran Owned Small Business, 8(a), Women Owned Small Business or Small Business; (4) Offerors Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars); PAST PERFORMANCE INFORMATION (5) Offerors capability to perform a contract of this magnitude and complexity (include offerors capability to execute construction, comparable work performed within the past 5 years in similar climate as the project identified in this announcement). Include brief description of the project, offeror's role as a prime contractor or subcontractor, customer name, timeliness of performance, customer satisfaction, and dollar value of the project. Provide at least 3 examples; (6) Offerors Joint Venture information if applicable; and (7) Utilization of Small Business Participation. Interested Offerors shall respond to this Sources Sought Synopsis no later than 2:00 PM (CST) 8 May 2013.
