- The Mission and Installation Contracting Command- Fort Sam Houston(MICC-FSH), on behalf of The Headquarters, Department of the Army Chief of Chaplains (DACH), Office of the Chief of Chaplains (OCCH) intends to award a sole source bridge contract under the authority of 10 U.S.C. 2304(c)(1) - FAR 6.302-1(a)(2)(ii)(B) - Only one responsible source and no other supplies or services will satisfy agency requirements, to National Conferencing Inc, 4389 Spillway Lane, Dumfries, VA 22025, for event planning services, and analytical and administrative support to support the mission of the HQDA, DACH. This action will result in a Firm Fixed Price and Cost-Reimburseable contract with a base period of performance of six (6) months and two (2) additional three-month options beginning 28 June 2013. The NAICS code for this requirement is 561920. The size standard is $7M. National Conferencing Inc has the necessary knowledge, experience and staff to maintain services currently performed under contract W91WAW-13-C-0002. No source other than the incumbent can satisfy this short-term need given the transition period that would be required, and conducting a follow-on acquisition for this need would result in unacceptable delays in fulfilling the agency's requirements. For the reasons noted above, MICC-FSH intends to award a sole source bridge contract to ensure that DACH OCCH is able to meet its mission without any lapse in services while the competitive process for the follow-on acquisition is completed. MICC-FSH is currently working competitive requirement under W9124J-13-R-0009 for a period of performance totaling 36 months. All interested parties are encouraged to participate. This action should be advertised around September 2013. This Notice of Intent to award a sole source contract is not a request for competitive proposals. No contract will be awarded on the basis of responses received to this notice. There is no solicitation document. No Request for Proposal (RFP) will be available for competitive proposals. Notwithstanding, any firm who believes it is capable of meeting the DACH OCCH's requirement as stated herein may submit a response, which if received within 5 calendar days of the date of this announcement, will be considered. The determination to refrain from competing this proposed contract based on responses to this notice is solely within the discretion of the Government. Please note a Justification for Other than Full and Open Competition will be posted within 14 days of award.
