- The Army Contracting Command-Rock Island (ACC-RI), Rock Island, IL in support of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS) is conducting a Market Survey to identify qualified sources to produce 22,000 M1 High Fragmentation (HF) Projectile Metal parts. The M1 HF is a 105mm Projectile Metal Part made from high fragmentation steel alloy, HF-1. It has a finished weight of approximately 26 lbs, is approximately 16 inches long, and has a curved exterior. In addition, the M1 HF utilizes a swaged, brass, rotating band that encircles the body close to the base. It is anticipated that this requirement will be restricted to General Dynamics Ordnance and Tactical Systems (GD-OTS ) Scranton Army Ammunition Plant (SCAAP) utilizing the authority 10 U.S.C. 2304(c) (3), FAR 6.302-3(a)(2)(i), which states, quote mark Full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order to maintain a facility, producer, manufacturer, or other supplier available for furnishing supplies or services in case of a national emergency or to achieve industrial mobilization. quote mark Interested sources should submit a summary that includes a brief description of their capabilities to include: description of facilities, personnel, manufacturing capabilities and how they directly relate to the M1 HF Projectile Metal Parts, estimated minimum and maximum monthly production capacities, the minimum procurement quantity required for production, and if they are currently manufacturing this item or have made this item or similar items in the past. Contractors must also demonstrate that they have the capability to manufacture the M1 HF Projectile Metal Parts. Additionally, interested sources should address if manufacturing resources are shared with other item/production lines and identify the approximate amount shared. A Technical Data Package is not currently available for this announcement; however, one will be made available should a formal Request for Proposal (RFP) be released at a later date. All sources interested in this potential future solicitation must be registered in the System Award Management Database. This market survey is being released for planning purposes only. It does NOT constitute a Request for Proposal and is NOT to be construed as a commitment by the Government. The Government does NOT intend to award a contract on the basis of this Market Survey or otherwise pay respondents for information submitted. All information will be held in a confidential status. Responses to this Market Survey shall be submitted electronically within 15 calendar days from the date of this publication.
