- Instructions for Capability Statement Draft Statement of Work CAPABILITY STATEMENT INSTRUCTIONS AND EVALUATION CRITERIA COMMERCIAL BINDING OF LIBRARY MATERIALS The Preservation Directorate, (PD) Library Services within the Library of Congress (LOC) is conducting market research for commercial binding of library monographic and serial materials. Some items may require preservation reformatting/scanning with end product of paper facsimile or digital files; specialized boxing; general conservation treatment and print on demand with binding. Scanning capabilities should include delivery options of electronic files and/or printing and binding in hard copy and print on demand. Offerors may propose any automated and industry approved binding processing software provided via web and providing the process meets the technical requirements specified in the Statement of Work. This sources sought notice is being used to determine if sufficient interest and capability exists regarding a potential future solicitation. This notice is provided as information to the market place and is an invitation for potential offerors to express interest and provide information regarding their relevant capabilities. Information submitted in response to this notice may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an organization's capability. The Preservation Directorate, Library Services anticipates awarding an indefinite-delivery/indefinite-quantity contract with firm fixed-price unit price task orders with a base year and 4 option years. The Preservation Directorate seeks capability statements from all sources. Capability Statement Instructions In response to the attached Draft Statement of Work (SOW), the PD hereby solicits capability statements from eligible contractors. These statements shall be no longer than 5 pages (single-spaced, with a minimum of one-inch margins and 12 point font). Contractors should include demonstrated capabilities to deliver library bound products which meet established Library Binding Institute industry standards set out in this solicitation and the other services listed above. Appendix should be no longer than 25 pages. The capability statement should describe the process, the expertise of key personnel, and the capability of the company to provide the necessary capacity for services as stated in the draft SOW below. The capability statement should describe the qualifications and experience of key personnel, as well as related corporate experience and capacity, in each of the following areas: * Have extensive knowledge and experience in the commercial binding of library materials that meet nationally recognized standards and guidelines. * Have the capacity to bind a substantial amount of monographic and serial materials annually. *Have the experience equipment and personnel to perform a range of preservation reformatting and conservation treatments that meet nationally recognized standards and guidelines. *Have the experience equipment and personnel to produce archival protective enclosures that meet nationally recognized standards and guidelines. * Have experience working with organizations that have required successful binding of library materials both monographs and serials that meet nationally recognized standards and guidelines. * Have the capacity to provide transportation to pickup and deliver 3,000-5,000 items per week. * Have the capacity to provide access to the vendor's server hosting the latest version of the ABLE automatic binding software or similar binding software.. Appendix should include: -Description of the commercial binding process, and existing and planned facilities owned or to be owned by the parties. Company quality control plan. Documentation of services rendered from current customers. -Description of the reformatting capability through documented services for paper to digital reformatting with output to digital files and of paper facsimiles. -Description of the conservation treatment and boxing capability through documented qualifications of staff in conservation treatment and owned equipment for boxmaking. -Demonstrate processing turn-around times to determine whether books and other treated materials would be returned for use within a period of time that is deemed reasonable to the Library.
