- The NAVSUP FLCN Philadelphia Division intends to acquire a Microsoft Education software bundle, on a sole source basis from Bell Industries Inc. (DBA Bell Techlogix). Bell industries is the only authorized distributor, in the state of Maryland, of Microsoft Education software bundles. Under the agreement entered into between the University System of Maryland and Microsoft Education the Maryland Education Enterprise Consortium was created. Distribution rights for Microsoft education software was awarded to Bell Techlogix. It is the Government ™s intent to fulfill this requirement under a firm fixed price contract for supplies, for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Contracted services will contain a one year period of performance. The NAICS code for this effort is 511210, which has a small business size standard of $35.5Million. This procurement is being processed as a sole source acquisition for supplies pursuant to the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Bell Techlogix, since this organization is the only known source with the capability of satisfying the Government ™s requirement at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A firm fixed price contract will be awarded as a result of this solicitation, and conducted in accordance with FAR part 12 and part 13.5 for commercial item acquisition. Interested persons may identify their interest and capability to respond to the requirement, and may submit information that shall be considered by NAVSUP FLCN. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses to this synopsis should be sent to the attention of Ena Morimoto, Code 260.2D at Ena.morimoto@navy.mil. Responses must be received by 10 May 2013. Numbered Note 22 applies to this action. This requirement, in support of the United States Naval Academy in Annapolis Maryland, is processed in accordance with FAR part 12 and FAR part 13.5.
