- DHS Reverse Auction Tool RFI SOURCES SOUGHT NOTICE & REQUEST FOR INFORMATION. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is for planning purposes only and shall not be construed as an obligation on the part of the Government. This is NOT a Request for Quotations or Proposals. No solicitation document exists, and a formal solicitation may or may not be issued by the Government as a result of the responses received to this RFI. The Government will not pay for any response or demonstration expenses. All costs incurred responding to this RFI will be solely at the interested party's expense. Failure to respond to this RFI will not preclude participation in any future solicitation. Any information received will become the property of the Government and will not be returned to the submitter. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. To aid DHS, please segregate any proprietary information. Responses to this RFI may be evaluated by Government technical experts drawn from staff within DHS and other Federal agencies. The Government may use selected support contractor personnel to assist in the evaluation of the RFI responses. These support contractors will be bound by appropriate non-disclosure agreements to protect proprietary. The Department of Homeland Security (DHS) "Reverse Auction Tool" is envisioned as a web-based solution that assists the Department of Homeland Security Procurement Offices and customers in soliciting, evaluating, and awarding multiple contract types for supplies and select services from an established Reverse Auction Service Provider's (RASP) network of vendors (GWACs, BPAs and others). The web-enabled reverse auctioning tool shall permit DHS procurement personnel, which includes both federal and contractor employees, to conduct real-time competed auctions for different contract vehicles. The tool allows employees to post online reverse auctions formatted as request for quotations (RFQ), utilize best value award criteria, low price technically acceptable, and establish auction start/end times. The system shall be versatile to allow buyers to have complete control of the bidding process to post auctions, cancel auctions at any time if it is in the best interest of the Government, and award to any vendor providing a quote in accordance with the established evaluation criteria. The reverse auction system website must be capable of simultaneous transactions in support of approximately 200+ users (buyers) creating/conducting numerous auctions among various vendors for an array of items.
