- INTRODUCTION The National Aeronautics and Space Administration (NASA) is issuing this sources sought synopsis as a means of conducting market research to determine current availability of existing surplus spacecraft buses or similar space flight hardware to use in studying ways of lowering the cost of flying MIDEX or Explorer (type) size missions. Interested parties including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) are asked to provide capability statements. The result of this market research will contribute to determining the method of procurement. NASA is seeking specific information on the holdings of individual contractors, and feedback on the specific technical objectives defined herein. In accordance with FAR 15.201(e), the information requested is for planning purposes only and does not constitute a commitment, implied or otherwise, that NASA will take procurement action in this matter. Furthermore, neither NASA, nor the Government will be responsible for any costs incurred in furnishing this information. BACKGROUND NASA is performing market research for a potential procurement of immediately available, inexpensive flight-qualified spacecraft buses (including GSE hardware, and with or without payload hardware) that can be used in a study to lower the cost of space flight missions. The hardware configuration must be able to be flown as is or to be harvested for components to support scientific payloads.In order to enable the economies of scale for missions which otherwise would not be affordable, we seek at least five existing spacecraft buses and spares that are designed to the same specification and that are available for a total cost of approximately $2,500,000 to $7,000,000.The immediate need and low cost force serious consideration of previously manufactured hardware that has been properly stored, including climate control and appropriate purges. Documentation must be available describing the current status as well as the manufacturing, quality, and reliability of the hardware. SCHEDULE The first delivery of a spacecraft bus is required 1 month after contract award. The second bus delivery is needed no later than 2 months after contract award. The remaining deliveries should be delivered no later than 4 months after contract award. OTHER TECHNICAL REQUIREMENTS Spacecraft buses must have been developed for LEO, MEO, and/or GEO operational orbit and have proven flight-heritage. The flight hardware must have completed environmental testing at the component and system level and have associated anomaly documentation available for the hardware. At least 5 spacecraft from the same production line must be provided to allow NASA to standardize interfaces. This would allow NASA to keep launch vehicle and payload interfaces constant. Minimum Spacecraft Bus Design Performance: Designed to support greater than or equal to 6000 Watt load for 10-year orbit life Solar arrays with redundant motors and gear drives Attitude control features for 3-axis stabilized spacecraft system and with supporting propulsion system Radiation Hardness of electronic parts no less than 100 krad Commercial design standards are acceptable Payload mass capability of 1000 kg or better If previously stored, the buses and associated hardware must have been stored in environmentally controlled storage since integration. INSTRUCTIONS TO RESPONDENTS Interested parties who consider themselves qualified to provide this hardware as outlined above are invited to submit their electronic response to this Sources Sought Notice no later than May 22, 2013, 5pm EDT. All responses under this Sources Sought Notice must be emailed to all points of contact outlined below. The response shall be addressed in 10 pages or less, 12 point font size, one inch margins. Respondents are welcome to submit supplementary information (i.e., parts lists). There is no page limit in supporting documentation. Format of the electronic document shall be Microsoft Word (.docx) or Portable Document Format (PDF). All responses shall be marked Sources Sought, Existing Spacecraft Bus Hardware. Respondents are required to address the following items and must properly identify/mark any classified and proprietary information: Organization name, name of corporate point of contact, address, email address, and telephone number Size and type of ownership for the organization Information on the companys capabilities in reference to the technical requirements History and rationale for availability (status, failures, financial issues, etc.) General description of the condition of the spacecraft hardware, including storage history and status Paperwork/Documentation availability for the offered spacecraft buses, including drawings (payload and GSE, as applicable) Hardware assembly status Traceability of hardware Hardware flight heritage Sparing philosophy for the production line Hardware testing status summary Feasibility of meeting the delivery schedule Rough Order of Magnitude (ROM) cost estimate for budgetary purposes. Identify the most important cost drivers for this procurement, such as condition of the buses, shipping (if offered, although NASA willing to arrange), storage, warranties (may be as is). Describe any additional options you would make available to the government such as bus GSE, bus emulator, and expertise Intellectual property rights to the hardware and drawings Any assistance that may be needed by the company from NASA to successfully complete this effort DISCLAIMER It is not NASAs intent to publicly disclose vendor proprietary information obtained during this sources sought request. To the full extent that it is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a respondent as Proprietary or Confidential will be kept confidential. It is emphasized that this sources sought request is NOT a Request for Proposal, Quotation, or Invitation for Bid; submission of any information in response to this market survey is purely voluntary. This request is for information and planning purposes only, subject to FAR 15.201(e) and FAR Clause 52.215-3 entitled Solicitation for Information or Planning Purposes. This sources sought request is NOT to be construed as a commitment, implied or otherwise, that the Government will enter into a contractual agreement, nor will the Government pay for information submitted in response to this sources sought. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service (NAIS).
