Description

Department of Veteran Affairs, Network 11 Contract Office, 1900 East Main Street, Danville, IL issued the Invitation for Bid No. VA251-12-B-0361 for Project No. 583-12-179 at the Richard L. Roudebush VA Medical Center, 1481 West 10th Street, Indianapolis, IN. The purpose of the solicitation was to install a new garage entrance gate system. The solicitation was issued on November 2, 2012 as a total set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) in accordance with Public Law 109-461. Bid opening was held December 4, 2012 at 3:00 p.m. CST. One (1) bid was received. FAR 14-404-1 (c)(6) states "Invitations may be cancelled and all bids rejected before award but after opening when, consistent with subparagraph (a) (1) of this section, the agency head determines in writing that (6) All other acceptable bids received are at unreasonable prices, or only one bid is received and the contracting officer cannot determine the reasonableness of the bid price. The bid is approximately 309% more than the IGE. Due to the lack of adequate competition and the difference between the bid price and the IGE, I am unable to determine price reasonableness of the sole bid. Upon the basis of the aforementioned findings, cancellation of the subject solicitation is determined to be in the best interest of the Government.
