- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Applied Energy Systems, Inc of Malvern, PA for the acquisition of two replacement Control Panels for the Dichlorosilane Gas Cabinet to be used in the Center for Nanoscale Science and Technology (CNST) NanoFab Facility at NIST, Gaithersburg, Maryland. The Center of Nanoscale Science and Technology (CNST) at National Institute of Standards and Technology (NIST), is a multi-user facility that provides hands-on access to state-of-the-art Nanofabrication equipment and processes to researchers of all levels of knowledge from novice to expert and from both inside and outside NIST. The tools within the facility are used by the researchers on a pay-by-use basis. Sole source determination is based on the urgent need to replace two (2) Control Panels for the existing Dichlorosilane Gas Cabinet. The display and its software, control all of the safety operations and valve sequences to provide dichlorosilane gas delivery to a variety of tools in the NanoFab cleanroom. The current display has completely failed and no longer responds to any commands leaving the gas cabinet shutdown with no means to deliver the dichlorosilane gas to the cleanroom tools. The dichlorosilane gas is a required component for several standard nanofabrication processes. Multiple NIST and external projects rely on the gases on a daily basis. The loss of the this capability is having a significant impact on the continuation of projects. The display controller that has failed has proprietary software to safely monitor, execute purge commands, and maintain gas flow. Only Applied Energy Systems control panels are 100 percent compatible with the existing system. No other manufacturer or distributor is capable of providing the required control panels. The North American Industry Classification System (NAICS) code for this acquisition is 334516. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future use. All inquiries must be received by May 24, 2013. No solicitation package will be issued. This notice is not a request for competitive quotations.
