Description

PRE-SOLICITATION NOTICE SYNOPSIS: The Department of Veterans Affairs, Program Contracting Activity Central (PCAC) anticipates soliciting offers and subsequently awarding a single, Firm-Fixed-Price contract for the construction of B-Wing Air Handling Unit Upgrades at the Cheyenne, WY VA Medical Center. The contractor shall furnish all labor, materials, supplies, and travel, to perform work under this project. PROJECT SCOPE: This project is to upgrade an existing HVAC system from a 100% outside air system to a return air system and such modifications as necessary to accomplish this task. All work shall be planned and scheduled such as to minimize the construction activity's impact on the operation of the medical center. Contractor shall plan on performing not less than 90% of the work occurring at night and/or on weekends. Work shall be conducted in phases so as to minimize disruption of hospital operations. All work shall be conducted with strict adherence to Cheyenne Medical Center and Veteran's Health Administration infection control requirements as outlined in the specifications. System startup and commissioning will be the responsibility of the Contractor and witnessed by the COR and engineer of record. ADMINISTRATIVE: The solicitation will be issued as an "Invitation for Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small Business set aside. Offers received from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. The applicable NAICS code is 238220 with a size standard of $14 million. The solicitation will be issued on or about May 24, 2013 and bids will be due on or about June 28, 2013 at 3:00PM (EDT), at 6150 Oak Tree Blvd Suite 300, Independence, OH 44131. The period of performance shall be 120 calendar days from the Notice to Proceed issue date. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $500,000 and $1,000,000. The point of contact is Justin C. Wilson who can be reached by email at justin.wilson3@va.gov.
