- This requirement is being procured in accordance with FAR Part 36; Construction and Architect - Engineer Contracts and an award will be made in accordance with FAR Part 14, Sealed Bidding. The Department of Veteran Affairs Service and Distribution Center (VA SDC) intends to issue an Invitation for Bid (IFB) for the construction of OI&T Phase III Offices and Bathrooms within the facility of the VA Services and Distribution Center (SDC), Building 37, located in Hines, Illinois. This project will be completed in accordance with the specifications and drawings provided by the Government. The proposed contract will be set aside for Service-Disabled Veteran-Owned Small Businesses, the processes for handling the aforementioned will be done in accordance with FAR 19.1405 Service-Disabled Veteran-Owned Small Business set-aside procedures. The NAICS code is 236220. Estimated price range is between $500,000.00 and 1,000,000.00. The IFB will be issued electronically on or after June 5, 2013 (date not definitive) on the Federal Business Opportunities website at http://www.fbo.gov. The response date will be determined upon release of the IFB. Responses to the IFB will not be accepted electronically. Failure to comply will result in immediate rejection of bid. Questions or clarifications concerning any ambiguities in the solicitation shall be immediately addressed in email to Joffrey Benford at joffrey.benford@va.gov. It is recommended and requested that all questions be deferred until after the release of the IFB. Once the solicitation is posted, it is incumbent upon the interested parties to review this site (Federal Business Opportunities) frequently for any amendments/modifications in relation to this acquisition and the documents thereof. It is anticipated however not guaranteed that the following document viewers will be needed to view the solicitation and attachments posted: Microsoft Word (.doc) and Adobe Acrobat Reader (.pdf). A firm fixed price contract as defined and described in FAR 16.202-1 will be issued, with a performance period of approximately One -hundred and eighty (180) calendar days (estimated). Anticipated date of award will be on or about July 31, 2013. NOTE: In order to be eligible for award, prospective offerors must be a certified SDVOSB, please see https://www.vip.vetbiz.gov/, registered in the Central Contractor Registration (CCR) and complete the Online Representations and Certifications Application (ORCA) at http://www.bpn.gov. Prior to the CCR registration, offerors must have a DUNS number from Dun and Bradstreet at http://www.dnb.com.
