Description

PRE-SOLICITATION NOTICE SYNOPSIS: The Department of Veterans Affairs, Program Contracting Activity Central (PCAC) anticipates soliciting offers and subsequently awarding a single, Firm-Fixed-Price contract for the construction of Spray Foam Attic Insulation at the Cheyenne, WY VA Medical Center. The contractor shall furnish all labor, materials, supplies, and travel, to perform work under this project. PROJECT SCOPE: This project is to replace the existing attic fiberglass batt insulation with spray-on foam insulation. All work shall be planned and scheduled such as to minimize the construction activity's impact on the operation of the medical center. All work shall be conducted with strict adherence to Cheyenne Medical Center and Veteran's Health Administration infection control requirements as outlined in the specifications. All site preparation work shall be accomplished by the contractor and schedules shall be approved by the government Project Manager and Contracting Officer Representative (COR) prior to commencing work. ADMINISTRATIVE: The solicitation will be issued as a "Invitation for Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Small Business set aside. Offers received from other than Small Business concerns will not be considered. The applicable NAICS code is 238310 with a size standard of $14 million. The solicitation will be issued on or about May 24, 2013 and proposals will be due on or about June 28, 2013 at 3:00PM (EDT), at 6150 Oak Tree Blvd Suite 300, Independence, OH 44131. The period of performance shall be 120 calendar days from the Notice to Proceed issue date. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $250,000 and $500,000. The point of contact is Justin C. Wilson who can be reached by email at justin.wilson3@va.gov.
