Type of Document: Request for Information (RFI) Provide a NAICS Code: 611430 Professional and Management Development Training Response Date: May 29, 2013 Request for Information (RFI) Number: VA101-13-I-0149 Title: On-Line Applicant Examiner Training for Carey Performance Excellence Program using current Malcolm Baldrige criteria 1. Introduction: The Department of Veterans Affairs Contracting Activity seeks information from U. S. businesses regarding on-line Examiner Training using current Malcolm Baldrige criteria. This is a request for information only as defined in FAR 15.201(e). No proposals are being requested or accepted with this notice. No contract shall be awarded from this notice. This special notice does not constitute a request for a quote or proposal for the procurement of services. 2. Description of Services: The Carey Performance Excellence Program Office (CPEPO) requires on-line training for the Applicant Examiner Training. This is a non-personnel services contract to provide training on the utilization of the Baldrige Criteria for Performance Excellence. This information gathering on the online training services capabilities shall identify the different areas of the application process, review of applications and site visits in support of applications. Your information package should cover these areas as well as define the different mediums in which the training can be accessed. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. The VA specifically is gathering information on the training of new and returning in items listed below. The training will use current Malcolm Baldrige criteria throughout. The VA requests a copy of your capabilities statement as well as a sample of your training material. The VA requests that as part of your submission that you address your actual experience in conducting training using the current Baldrige criteria and your experience in online training. Please describe your approach to how your training is conducted in a virtual environment as well as describing any issues or concerns working in a virtual environment v. face-to-face training. 3. Constraints: The online training will be hosted outside of VA servers and accessible to all examiner applicants. The government retains technical rights to all training materials dealing with Department of Veterans Affairs information 4. Submissions - Contractors should submit both a sample of your training material. The VA will need to navigate your online training module to determine its ease of use and content that is provided to the trainees. A copy of your online training materials as well as access to the online training module to see the ease of use is required. The following is requested: 4.1. Submissions must be less than 15 pages total. The cover page, pricing information and table of contents all count towards that 15 page total. 4.2. Submissions shall be one-sided. 4.3. Submissions must be Office 2010 compatible. 4.4. All submissions, including electronic when printed, shall have one inch margin on the top, bottom, left and right in a 12 point font, single line spacing. Each footer shall be 10 point font or larger and must contain the company's name and page number as well as total pages (Company X, Page 1 of 5, etc.). 4.5. Samples of training materials 4.6. Sample or demonstration of the training modules must be made available to the Program Office prior to on-line training taking place. 4.7. Submissions will not be returned. 4.8. Submissions must be unclassified Please provide an estimate for pricing for the on-line training service that is offered for the utilization of the Baldrige Criteria for Performance Excellence 5. Cover Page Please submit information on the Cover Page containing the following information: 5.1. Company's full business name and mailing address. 5.2. Point of contact's name, email address and telephone number. 5.3. Technical point of contact's name, email address and telephone number. 5.4. Offeror's VETBIZ status determination. 5.5 If applicable, GSA schedule and contract number 6.
