Description
1. This is a sources-sought notice for vendors who have the capability to meet the Marine Corps requirement described below. This notice is for market research purposes only and is not a solicitation for proposals. The Government will not reimburse vendors for the time, effort, and materials used in responding to this sources-sought notice. Vendors who believe they have the capability to meet the below requirement are invited to submit a capabilities statement or package to the Contracting Officer, Mr. John Martin, at john.p.martin5@usmc.mil no later than 14 June 2013, 4:00 p.m. Eastern time. The capability sought below is set aside for small business. The applicable North American Industry Classification System (NAICS) code is 334614. The applicable Federal Supply Code (FSC) code is 7030. 2. The Headquarters, U.S. Marine Corps (HQMC), located at the Pentagon in Washington, DC, has a requirement for collaboration software. The software will be used by the HQMC, Administration Resources Division, Human Resources Organizational Management Branch, Organizational and Workforce Management (ARHM). This organization provides customer support through the use of a 22 seat collaboration table in an Executive Decision Room (EDR) using VMWare clients, located at the Pentagon, Headquarters, U.S. Marine Corps and a 35 seat portable system comprising of laptops using Win7 Operating Systems, which are designed for off-site locations. Both systems are stand-alone networks with no internet connectivity. 3. Description of supplies or services required to meet the agency s needs: HQMC is seeking collaborative web browser-based software which can be locally installed and compatible with MS Internet Explorer, Version 8. The application should include a suite of tools that shortens cycle time for brainstorming, strategic planning, product development, problem solving, requirements gathering, risk assessments, team decisions, and other collaborations. Note: The term leader as may be used below is considered the admin or facilitator account that controls the user clients and permissions for the software. Software Applications capabilities shall include: Generating creative new ideas. Distilling ideas to the best few. Clarifying and organizing ideas and comments. Evaluating ideas, concepts, and the way ahead. Bringing out diverse views and building consensus. Creating solutions, results, and strategic goals. Matrix: Provide the ability to customize a multi-column, collaborative list of items, and hold discussions within individual cells of the matrix. The matrix should be capable for a wide variety of applications, including simple pros and cons analysis, action items (with customizable attributes), and other possibilities. Create and manage session templates Copy and paste just like windows applications. Use right click, Ctrl-C/Ctrl-V, or Edit drop down. Copy and paste external documents (Word, Excel, PPT, web, notebook), preserve paragraph formats, and paste as one contribution or have the application automatically paste each paragraph as a new idea. Drag & Drop capability so users can re-order ideas inside a category once they have been created. New Items (unread) marker that notifies the user that new ideas have been added. Indent/Out-dent capability to allow categories, ideas and comments to be separated. Voting; Allocation, Numeric, and Rank Order, Multiple Choice, and Yes or No voting with capability to change the weight value. Voting abstention should also be an option in any type of vote. Custom drop down votes Charts - display by individual criteria Statistical analysis of consensus using red/green indicators Change user settings/permissions on the fly while still running a session The ability to have a complete session preview of all sessions, and sort sessions by most used or favorites. Session level permissions (view only, add/edit/delete own, add/edit/delete others, modify the session). The software at the session level is required to have a simple slider to quickly change the overall session permissions Active level permissions: the leader of a session has, at the activity level, the ability to set/change permission to: review only, view self, add and edit self only, add/edit/delete own, add/edit/delete others, modify the activity and custom permissions to allow variations of these options.) Anonymity for users Co-leaders: The ability to assign any participant as a co-leader at any time during a session by right clicking on the participant name to enable or disable co-leadership. This would enable specific participant(s) to see everyone s contributions and move people through the session when permissions do not allow participants to view all information or move to other areas of the session without the guidance of a leader. Custom Views: Provide customized controls for the leader to control the appearance of the participants screen, allowing for controls for participants to view the agenda, as few as one of the brainstorm ideas, and the ability to control what the participants can or cannot access. Ability for the leader to pull participants to a specific item or area of the agenda, and pull the participants to the same view as the leaders. The click of an icon or function button can move the application into follow the leader mode, meaning that all participants follow the leader as the leader moves through the application Seamless Integration with MS Excel, Word, and Power Point. Network Awareness: Includes an offline mode, which enables users to continue to use the software, providing uninterrupted performance. Contributions made during the time the application could be off-line are cached and are then uploaded once the application detects there has been a reconnection to the server. Ability to install the software in a secure environment and have the ability to setup without internet access. 4. Technical Hardware Requirements Compatibility: SERVER: Application shall be capable of running on the below server configuration: Microsoft Server 2008 R2 Enterprise VMWare vCenter Server 4 Intel Core i7 2.2GHz 64 bit OS 8 GB RAM 300GB HDD CLIENT: Microsoft Windows 7 VMware (vSphere 4.0) Intel Core i3 2.30GHz 64 bit OS 4 GB RAM 300 GB HDD 5. License/Maintenance: The license needs to be provided for the two systems used by HQMC; 22 for the EDR and 35 for the portable laptops. One year maintenance support shall be provided. Maintenance shall include any software updates produced by the vendor and help-desk support between the hours of 8:00 a.m. 4:00 p.m. Eastern Standard Time, Monday through Friday. 6.
