- Sole Source: The United States Army Mission Installation Contracting Command (MICC), U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with Matlick Enterprises, Inc. doing business as (dba) United Fire Equipment Company, 335 North 4th Ave., Tucson, AZ 85705-8442. This contract will consist of one (1) Contract Line Item Number 0001, Quantity: 40, Unit of Issue: Each, Description: Firehawk M7 Air Mask, Part Number MSAB-M7H:D-1-NOTE-A-A-C-1-2-A-A-B-0. These air packs are mission critical equipment that will be used during chemical, biological, radiological and nuclear (CBRN) emergencies. The air masks will be used to replace the current old and worn out air masks in the fire department's inventory. Matlick Enterprises, Inc. doing business as (dba) United Fire Equipment Company will provide this department with the Mine Safety Appliance (MSA) CBRN FireHawk M7 Air Masks that is required for all hazardous respiratory protection. The self-contained breathing apparatus (SCBA) Air Masks made by MSA are pressure-demand, SCBA certified by the National Institute for Occupational Safety and Health (NIOSH) for use in atmospheres immediately dangerous to life or health. These air masks have been designated by NIOSH as being CBRN Agent Approved. It complies with the special tests under NIOSH 42 CFR 84.63(c). MSA authorized distributors for fire services are regionally located and are not permitted to conduct business outside of their region. Matlick Enterprises, Inc. dba United Fire Equipment Company, located in Tucson, AZ, is the only authorized distributor for the Yuma County location. United Fire Equipment Company will provide the proper equipment that is required by DoD, Army and NFPA regulations. If the purchase of these air masks is from anyone other than the regional distributor (United Fire Equipment Company), the regional distributor will not be able to service that equipment. The North American Classification Systems code 339113 with a size standard of 500 employees will be utilized for this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed requirement. Responses other than the above source may identify their interest and capabilities to perform the requirement by submitting a proposal via email or facsimile with complete mailing address, point of contact, phone number, facsimile number, business size and shall be clearly marked with RFQ ID W9124R-13-T-0126.
