- This is a sources sought notice for information and acquisition planning purposes. This is not a request for proposals and a formal solicitation is not available at this time. The Naval Special Warfare Command (NSWC) is conducting market research seeking business concerns that can provide parachuting skills training, airlift services, vertical wind tunnel time and wind tunnel coaches in accordance with the below description. Work will be accomplished in the Southern California region and the Phoenix, Arizona region. Interested business concerns should submit a capabilities statement that demonstrates the following: 1. Capability to provide all or some of the services described below. 2. Positive past performance identified by contract number including past or current contracts and/or subcontracts that were awarded to your firm including period of performance, contract type, contract amount, a description of the relevant corporate experience gained, and a customer POC. 3. Company name, address, point of contact information and business size status. If small business specify type (8A, small, small disadvantaged, women-owned, HUBZone, veteran-owned, or service-disabled veteran-owned). The Government will not accept phone calls and will not respond to firms that do not follow the submission instructions in this notice. The Government will evaluate each respondent's capabilities statement to determine if the respondent has the requisite experience and past performance to complete the requirements described herein, and will advise each respondent in writing either that they will be invited to participate in the resultant acquisition or, based on the information submitted, that they are unlikely to be a viable competitor. The Government will advise respondents considered not to be viable competitors of the general basis for that opinion. Notwithstanding the advice provided by the Government in response to their submissions, respondents may still participate in the resultant acquisition. Responses should be received no later than 18 June 2013 at 1200 Pacific. All responses should be forwarded to: Kristen Smith at kristen.smith@navsoc.socom.mil Natalie Rodriguez at natalie.rodriguez@navsoc.socom.mil Description of Services Naval Special Warfare Command requires parachuting skills training, airlift services, vertical wind tunnel time and wind tunnel coaches to establish and maintain proficiency in parachuting skills or aerial demonstration skills. Services include providing: •Sky diving instructors - identify qualifications •Wind tunnel instructors/coaches - identify qualifications •Certified parachute packers (NPT only) •DoD approved aircraft and associated services to a maximum altitude of 14,000 feet Mean Sea Level (MSL) •DoD approved drop zones with an elevation not to exceed 2,000 feet MSL •Vertical wind tunnel - identify specifications •Video debriefing capabilities
