- Defense Logistics Agency (DLA) Troop Support Medical Supply Chain is hereby soliciting offers to potentially select multiple reverse distributor contractors to provide services to all eligible Department of Defense (DoD) only customers located in both the CONUS and OCONUS regions. This will be the third generation (GEN III) of the Pharmaceutical Reverse Distribution Program (PRDP) awarded by DLA. The awarded contractors will be responsible for providing the reverse distribution process, while remaining compliant with all applicable laws and regulations related to the industry. The goal is to assist DOD customers worldwide in obtaining maximize credit value and pharmacy efficiency. The GEN III DOD Pharmaceutical Reverse Distribution Program will have a base period of 15 months with three 15 month option periods for a potential five year total contract period. The contract value is estimated at $33,251,434. The acquisition will result in a Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ) Contract. Based on the standards of the awarding NAICS code (424210), this award will be made on a competitive, unrestricted basis. Competition will be sought, promoted, and sustained through the issuance of a competitive Request for Proposal (RFP) on a full and open competition basis for those offerors that submit proposals in accordance with the issued solicitation. The Government reserves the right to make multiple awards if it is in the Government's best interest. UPDATE: The Solicitation Issue Date is 17 May 2013, and all offers must be received by 17 June 2013, 3:00 pm EST. To be considered for award, all offerors must be registered in the System for Award Management (SAM) using the following web site: https://www.sam.gov SAM includes the capabilities that were previously managed using the Central Contractor Registration (CCR); Online Representations and Certifications Application (ORCA); and the Excluded Parties List System (EPLS). Vendors are now required to use SAM to manage their information in one record, with one expiration date, through one streamlined business process. DLA will utilize SAM to verify the information for your entity prior to awarding any contract.
