- This acquisition is a prospective 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB) and/or Veteran Owned Small Business (VOSB). The NAICS Code is 561612 (Security Guards and Patrol Services) Size standard is $19.0 Million. Please note that this is not a request for quotes or proposals; the Government is seeking information for market research purposes only. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A solicitation is currently not available. The Government may or may not issue solicitation documents. The National Cemetery Administration as requested by the Willamette National Cemetery is planning a solicitation to offers under Solicitation No: VA786-13-R-0270 for unarmed security guard services. Contractor shall provide all necessary labor, equipment, materials, supplies and consumables to perform unarmed security guard services for the Willamette National Cemetery at the following location: Willamette National Cemetery 11800 S.E. Mt. Scott Blvd. Portland, OR 97086-6937 BASIC REQUIREMENT: A minimum of 1 security officer will perform daily (365 days per year) between the hours of 7:00 pm and 7:00 a.m. during Pacific Daylight Time and/or between 5:00 p.m. and 7:00 a.m. on Pacific Standard Time. On weekends and holidays, the vendor shall ensure access to rest rooms and the cemetery's office lobby between the hours of 8:00am and 4:30pm. Prior to closing the gates, the vendor will make a complete tour of the cemetery grounds. This tour will verify the security of all cemetery building doors and windows, gates on all storage areas and the auxiliary access gate that faces the intersection of SE Deardorf Road and SE Clatsop Street. It will also include a visual review of the apparent security of equipment and materials stored in designated maintenance and storage areas of the cemetery and all fenced equipment compounds. During this tour the vendor secure the departure from the grounds of all cemetery visitors and their vehicles. All rest rooms, streets, parking lots, committal shelters, burial sections, Columbaria and peripheral areas will be cleared of visitors or those suspected of loitering, camping or carrying out any activities not in keeping with the dignity to be maintained on the cemetery grounds. All unoccupied non-government vehicles parked or otherwise abandoned on the streets, lots or grounds of the cemetery will be recorded and reported to cemetery management the following business day. In addition to these initial duties, the vendor will maintain a uniformed officer on-site throughout the evening and nighttime hours when the gates are closed. The officer will make a complete tour of the grounds in an appropriately marked vehicle on at least an hourly basis. The officer will arrive for duty free of impairment due to alcohol or other substances and remain so through his/her tour of duty. The vendor will be liable for all damages to cemetery grounds, buildings and infrastructure caused by its employees and vehicles. In the event of actual or suspected criminal activity or significant immediate safety concerns such as fire or explosion, the vendor will immediately notify the Portland Police Bureau and/or other appropriate emergency services for assistance. In all cases where police or other emergency services are requested, the vendor will also attempt to immediately contact cemetery management from a list that will be provided and kept current by the facility. In the case of minor issues and at its discretion, the vendor may submit an incident report to cemetery management on the following regular business day. The above duties will be performed on a daily basis throughout the year, to include weekends and all recognized holidays. The vendor will provide all transportation and the communication and safety equipment required to provide these services. A registered firearm is authorized to be carried on the cemetery grounds in the performance of the above duties. At the discretion of the vendor additional personnel and/or canine services may be supplied as occasion and unexpected circumstances dictate. Though irregular, these additional services are considered as an integral part of the contract and will not be invoiced separately or added as a surcharge. SECURITY REQUIREMETNS: The security officer that performs these duties must be certified at the minimum requirement of the State of Oregon for a licensed unarmed security officer.
