Description

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government anticipates entering into a Firm Fixed Price contract for an estimated quantity of 10 each Target Sight Sensor (TSS) systems and up to 4 additional systems (Options) and the associated data. The TSS, also referred to as the AN/AAQ-30 Targeting Guidance Sets, shall be used on the U.S. Marine Corps (USMC) AH-1Z SUPER COBRA Attack Helicopter. The FOB point for all items shall be FOB destination to Lockheed Martin Missiles and Fire Control, 5600 Sand lake Road, Orlando, FL 32819-8907. Inspection and acceptance of the items shall be at source. This requirement will be negotiated on a sole source basis with Lockheed Martin Missiles and Fire Control, 5600 Sand lake Road, MP 051, Orlando, FL 32819-8907, in accordance with FAR 6.302-1, (Only one responsible source and no other supplies or services will satisfy agency requirements). Since this is sole source procurement, a solicitation will not be posted to the internet. Responsible sources may submit a proposal which shall be considered by the agency. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane. The Contractor must be properly registered in SAMs in order to receive the solicitation and any attachments. To be eligible for award, contractors must be properly registered in the Government System for Award Management database (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the capabilities in CCR/FedReg, ORCA, and EPLS. Future phases of SAM will add the capabilities of other systems used in Federal procurement and awards processes. If you had an active record in CCR, you have an active record in SAM. You do not need to do anything in SAM at this time, unless a change in your business circumstances requires updates to your Entity record(s) in order for you to be paid or to receive an award or you need to renew your Entity(s) prior to its expiration. SAM will send notifications to the registered user via email 60, 30, and 15 days prior to expiration of the Entity. To update or renew your Entity records(s) in SAM you will need to create a SAM User Account and link it to your migrated Entity records. You do not need a user account to search for registered entities in SAM by typing the DUNS number or business name into the search box. The solicitation will be available on or about 20 June 2013 and will close on or about 20 July 2013.
