Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. A sources sought is a market research tool being used to determine availability and adequacy of potential business sources prior to determining the method of acquisition. The intent of this sources sought synopsis is to identify qualified small businesses for a Firm-Fixed Price contract. The scope of work includes supply of 2 Heavy Duty, Self-Contained, Diesel Powered, Generator Driven, Trailer Mounted, Portable. Equipment to include Shredder, In feed Conveyor and Shredder Discharge Conveyor. Shredder Specifics (Salient Characteristics) : •Ø Entire shredding system will be housed on a single heavy duty trailer suitable for highway transportation. Shredder must be capable of being transported. •Ø All trailer tires will be foam filled due to shredder being utilized in a scrap salvage yard. •Ø Conveyors and hopper will be properly designed and shielded to channel incoming and exiting materials so as to minimize jamming/damaging of conveyor/hopper system. •Ø Cutting chamber initially set for Rough Cut 6" spacing. •Ø Include all OSHA required and logical safety guards/shields and appropriate kill switches to ensure safe/compliant shredder operations. •Ø Shredder capable of shredding a minimum of 5 thousand pounds per hour of common dense materials such as wood pallets, nonferrous metals (auto fenders), auto tires, plastics and some textiles (tents, ropes, etc.) SYSTEM SETUP AND SUPPORT Vendor will provide on-site shredder setup and system checkout when shredder arrives on site. System Setup/Support Specifics •Ø Vendor will provide on-site system setup at DLA Disposition Services Gimcheon Korea and DLA Disposition Services Hawaii when shredder arrive. •Ø Vendor will ensure shredder is operating at capacity and conduct a shredding test of various materials. •Ø Vendor will provide a document describing ability to provide technical support within 48-hours when called upon throughout the warranty priod. •Ø Describe ability to provide long-distance technical support to Korea and Hawaii without physical presence of on-site factory tech visits. •Ø Describe vendor parts supply chain and proposal for on-going parts supply and ordering procedures. AUXILIARY PARTS/SERVICE will include providing the following "Push Package" of spare parts, manuals, and follow-on service: •Ø Provide one (1)spare set of Cutting Blades/Fingers, bearings, etc. for blade change out. Provide itemized listing including part identifier and itemized cost. •Ø Provide critical on-hand spares that upon failure of the part will stop shredding operations. Provide itemized listing including part identifier and itemized/total cost. •Ø Provide two (2) sets of Operation/Parts manuals for each shredder. OPERATOR/MAINTAINER TRAINING; CD Training VIDEOS Provide On-Site Hands-on Operator/Maintainer Training. •Ø On-Site Training will provide, but is not limited to: •o Daily operator startup and shredding operations procedures. •o Initial system startup including identifying and filling of all fluids. •o Daily and periodic preventative maintenance requirements and associated visual checks. •o Blade/cutter change-out instruction, including instruction on setting blade spacing for specific/large material cutting runs. •o Blade/cutter onsite grinding/sharpening procedure. •o Troubleshooting techniques of common potential problems encountered by both operator and maintainer. •o Operator and maintainer safety overview. •o Shredder limitations and common operator/maintainer errors that cause damage or premature wear on shredder parts/systems. Include examples of common shredded materials, infrequent and difficult shredded items, and prohibited items that will jam/break shredder. •o Include factory technician/point of contact (POC) information, and best methods of contacting the technicians. Provide two (2) Operator/Maintainer Training CD Videos per shredder. Include instruction for safety, blade change-out and preventative maintenance services for operator/maintainer. •Ø Video Training will provide, but not limited to: •o Daily operator startup and shredding operations procedures. •o Initial system startup including identifying and filling of all fluids. •o Daily and periodic preventative maintenance requirements and associated visual checks. •o Blade/cutter change-out instruction, including instruction on setting blade spacing for specific/large material cutting runs. •o Blade/cutter onsite grinding/sharpening procedure. •o Troubleshooting techniques of common potential problems encountered by both operator and maintainer. •o Operator and maintainer safety overview. •o Shredder limitations and common operator/maintainer errors that cause damage or premature wear on shredder parts/systems. Include examples of common shredded materials, infrequent and difficult shredded items, and prohibited items that will jam/break shredder. •o Include factory technician/point of contact (POC) and how to contact technician information. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a further set-aside acquisition in lieu of a small business only set-aside is in the Government's best interest. The Government intends to solicit and award a Firm-Fixed Priced Contract. The NAICS Code is 333249. A response to this sources sought synopsis will not be considered an adequate response to any forthcoming solicitation announcement. A response to this sources sought synopsis will not result in your firm's name being added to a plan holder's list to receive a copy of a solicitation. There is no solicitation available at this time.
