- This pre-solicitation synopsis is not a request for competitive proposals. The Center for Health Care Contracting (CHCC) intends to procure the necessary healthcare housekeeping and related services in support of Keller Army Community Hospital (KACH) and the multiple medical treatment facilities (MTFs) in the health service area of KACH, West Point, NY. The CHCC anticipates the solicitation/ request for proposal (RFP) will be available approximately 30 days from the date of this notice and the closing date is anticipated as 30 - 45 days from the release of the solicitation. A pre-proposal conference and site visit are anticipated approximately ten (10) days after solicitation release. This is a follow-on requirement to provide healthcare housekeeping services in all direct-and non-direct patient care and healthcare-related settings in support of MTFs located on West Point, NY to include KACH and the multiple MTFs in the health service area of KACH. This requirement will be solicited as a competitive, 8(a) small business set-aside. The current estimated total square feet (SF) of MTF areas is 145,850. This is anticipated as an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) Contract Line Items (CLINs). The base contract period of performance will be 60 months: five (5) 12-month performance periods. Individual task orders will clearly describe MTF-specific healthcare housekeeping requirements and services to be performed. This solicitation will be awarded using Lowest Price Technically Acceptable evaluation criteria. All services shall be firm-fixed price and subject to the Service Contract Act (41 U.S.C. 351). This solicitation will be available in electronic format only. The official access point to the solicitation is via the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi. The solicitation is anticipated to be released on or about 8 July 2013. The North American Industry Classification System (NAICS) Code for this solicitation is 561720.
