Description
The RFQ revised. Below are answers to questions. There will be a final posting of questions and answers after the closing June 13, 2013. 1. Please confirm that all Quoters (who submitted the proposals) will be invited to the oral presentation 10 days after the proposal due date. Oral presentations are not required for this requirement. The section in the RFQ reads: ORAL PRESENTATIONS You are advised that offerors responding to this solicitation may be invited to provide oral presentations to the Government after the Government completes its initial evaluation of your proposal. If oral presentations are required, they will occur within 10 business days of the proposal due date. 2. The electronic copies of the technical and business proposals are due on June 20, 2013 at 3:00 p.m. Please clarify whether the hard copies of the proposals are due at the same time or they can be delivered at a later time? Your organization must also submit 1 original and 3 hard copies of your proposal by June 24th at 3:00pm. Please advise whether there are specific instructions regarding the font size and spacing of the technical proposal. There are no specific instructions regarding the font size and spacing of the technical proposal. 4. In the "Past Performance" section of the technical proposal, does the Government require to include contact information of the Contracting Officer of the respective listed contracts? If available, yes. 5. Will the Government consider extending the due date of proposal submission beyond June 20, 2013? Not at this time. 6. The RFP references both Firm Fixed Price (FFP) and Time and Materials (T&M) pricing models. Can NLM please clarify if the price quote should be FFP or T&M? The pricing quote should be Time & Materials. 7. The SOW states the period of performance is a 12-month base period with one 12-month option year. However, page 11 of the RFP states: "There will be four 12 month period options for this award". Can NLM please clarify the period of performance? It is anticipated that the award from this solicitation will be for a Base Period of 12 months from July 1, 2013 - June 30, 2014, with one successive 12-month Option Period. 8. Do resumes for personnel count against the 20-page limitation for the technical proposal? Or, can resumes be included in an Appendix to the 20-page technical response? Resumes do not count against the 20-page limitation for the technical proposal. 9. Is it the intent of OCCS to maintain the current ColdFusion-based platform? Yes 10. Is the redesign intended solely to address front-end design updates or does it also encompass the functionality and implementation of the existing APIs? The main focus is on front-end but we do have open mind to listen suggestions about other parts 11. Was DailyMed developed in-house at NLM or by an external vendor? If an external vendor, please provide any available information about the vendor or the previous contract. In house 12. Who/Which department will manage this project from the Agency side? The Office of Computer and Communication Sytems (OCCS) 13. Page 11 of the RFP states that the vendor shall "submit sufficiently detailed information to permit the CO and authorized representatives to evaluate the offer." What type of information would be appropriate to include here? INFORMATION OTHER THAN PRICING DATA The vendor shall submit sufficiently detailed information to permit the Contracting Officer and authorized representatives to evaluate the offer. Unless otherwise stated in this solicitation, the information may be submitted in the quoter's own format. This section is for any information that is not pricing data. 14. We request that the following items not count towards the 20 pages: Cover Page, Table of Content, and a Cover Letter. The Cover Page, Table of Content, and Cover Letter do not count towards the 20 pages. 15. Page 7 of the RFP states that a particular legend is required on the title page. Would this be considered the Cover Page, or would this be part of the "Cover Letter?" Whatever you title page is, mark it with the legend below. Restriction on disclosure and use of data. Quoters that include in their quotations data that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, shall (1) Mark the title page with the following legend: This quotation includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed in whole or in part for any purpose other than to evaluate this quotation. If, however, a purchase order is awarded to this quoter as a result of or in connection with the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting purchase order. This restriction does not limit the Government's right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets [insert numbers or other identification of sheets]; and (2) Mark each sheet of data it wishes to restrict with the following legend: Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this quotation. 16. Can we deliver the proposal hardcopies in-person? If yes, do we need any prior approval for building access? Your quotation shall be organized as specified in Section B., GENERAL INSTRUCTIONS TO OFFERORS; Section C., INSTRUCTIONS FOR PREPARING THE TECHNICAL PORTION OF THE QUOTATION; and Section D., INSTRUCTIONS FOR PREPARING THE BUSINESS PORTION OF THE QUOTATION; and submitted by Thursday, June 20, 2013 at 3:00 p.m. Eastern Standard Time, in an electronic format to ryan.singletary@nih.gov. Proposals must be in WORD or PDF format and should not exceed 5MB total. Your organization must also submit 1 original and 3 hard copies of your proposal by June 24th at 3:00pm. Page 8 of RFQ under ORDERING TERMS AND CONDITIONS: "The quoter must specify the unit price for each Item Number quoted in response to this solicitation." Do you want us to assign an Item Number to each task to be performed? Yes 18. "Prices quoted shall be fixed priced." This seems to conflict with page 2 under NUMBER OF AWARDS "It is anticipated that one (1) time and materials award will be made from this solicitation." Is this to be a fixed-firm price contract or a time and materials contract? This award will be a time and materials order. 19. Who is the incumbent? Contract Number? Contract Value? DailyMed was developed in-house at NLM. The management of the website was in part conducted by contractor Quotient under contract HHSN276200800439U. The total value of the contract was $11,117,000.00. This new solicitation is looking for a re-design of the website. 20. Number of hours per year (2080/1920/1820) 2080 for each position proposing. 21. What is the page limitation for Volume II (Business Proposal)? There is no assigned page limit for the Business Proposal but the Business Proposal should only contain sufficient information to allow the Government to perform a basic analysis of the proposed price of the work. 22.
