Atch 1 - Draft SASS Operational Requirements Atch 2 - Small Business Contracting Definitions Atch 3 - Operational Skills REQUEST FOR INFORMATION (RFI) HSFLGL-13-I-00011 Federal Law Enforcement Training Center, Glynco, GA Student Administration and Scheduling System This announcement constitutes a REQUEST FOR INFORMATION (RFI) ONLY. This request for information is for planning purposes only, and does not constitute an Invitation for Bid, Request for Proposal, Solicitation, and Request for Quote, or an indication that the Government will contract for the items in this RFI. The Government does not intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. Any responses received will not be considered nor used as a proposal. The Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC) at Glynco, Georgia is conducting market research for the purpose of gathering information from industry on supporting the FLETC Student Administration and Scheduling System (SASS) for the FLETC sites currently taking place in the following locations: Glynco GA, Artesia NM, Cheltenham MD, and Charleston SC. The Government considers information on market capabilities, common industry standards, latest technological advances, commercial terms and conditions, timelines for adaptation and integration, pricing models, published pricing and possible suppliers and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. Background: See Atch 1, DRAFT copy of Operational requirements that shall be performed by the Contractor in support of the FLETC SASS. The SASS is the enterprise resource management system for the FLETC and encompasses the majority of the FLETC's mission-critical processes. The key functions of SASS include a scheduling system to automate the FLETC's process of scheduling training programs, a student-registration and management system, and a testing and evaluation function that provides tools to develop and manage tests and other evaluation instruments. The FLETC SASS physically resides at the DHS Data Center 2 located in Clarksville, VA. All production, testing and development will take place at the Data Center 2 location. The failover system is located at DHS Data Center 1 located in Stennis, MS. Travel may be required to support the application. The NAICS code for this project is 541511, Custom Computer Programming Services. The Small Business Size Standard is $25.5M. The FLETC requests the following information from potential sources: • Company name, Duns number, street address and point of contact with phone number and email address. • Identification of socioeconomic status (see Atch 2, Small Business Definition Sheet). • If you have a current GSA contract for Custom Computer Programming Services, please provide the GSA Schedule Number and the SIC code that apply. • Provide a brief capability statement (not to exceed 10pages excluding brochures, pamphlets, catalogs and website information) that individually addresses the requirements as stated in Atch 1, Draft SASS Operational Requirements, to include the following information: a. Do you currently provide services/contract with other Government agencies (to include Federal, State, and Local) for similar work identified in this RFI? Please provide the agency name, point of contact information and contract number if possible. b. Provide additional information the Government should consider in developing a potential acquisition strategy. This RFI is issued solely for information and planning purposes. There is no guarantee that the Government will pursue a solicitation for any of the requirements identified herein. All information received in response to this RFI will NOT BE RETURNED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the results of the evaluation. The FLETC will use the information provided for technical and acquisition planning. Analysis of the quantity and quality of responses to this RFI synopsis will be heavily weighted in the market research being conducted, and in the making of any small business set-aside determination based on this market research. If adequate numbers of responses are received from technically qualified 8(a) Firm, HUBZone, Small Disadvantaged Business, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, and/or Women Owned Small Business (See Atch 2, Definitions), any future acquisition may be solicited on a set-aside basis. No evaluation letters and/or results will be issued to the participants. When available, any resultant pre-solicitation notice and solicitation may be posted at this website: https://www.fbo.gov/. Respondents wishing to reply to this RFI should submit information listed above by the time and date established below.
